He was born on April 5, 1950 in Yerevan.
He graduated from the Yerevan Polytechnic Institute in 1972. He is an EPM engineer.
In 1972-1997 he worked first as an engineer and later - senior scientific associate, head of a subdivision, and then head of the data processing unit at the Yerevan Scientific Research Institute of Mathematical Machines.
In 1998-1999 he was an advisor to the Prime Minister.
In 1997-1999 he was a deputy in the National Assembly (proportional system, Republic bloc). He was a member of the Republic faction and later Yerkrapah Deputy Group.
In 1999-2003 he was a deputy in the National Assembly (proportional system, Unity Alliance). He was first a member and later Chairman of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs. He was also a member of the Unity Faction.
From 2003-2007 he was a deputy in the NA (proportional system, RPA). He was the Chairman of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs. He was a member of the Republican Party of Armenia faction.
On May 12, 2007 he was elected as a deputy of the National Assembly by the proportional system from the Republican Party of Armenia/RPA.
On June 7, 2007 he was elected Chairman of the NA Standing Committee on Financial-Credit, Budgetary Affairs.
He is a member of the board of the Republican Party of Armenia.
He is married and has two children.
