He was born on September 12, 1959 in Yerevan.
In 1980 he graduated from the Planning Economic faculty of Yerevan People’s Economy Institute, in 1985 he had postgraduate studies. He is an economist.
In 1980 he worked as an economist in the Armenian Branch of the USSR State Planning and Normative Scientific-Research Institute. From 1980-1981 he had post- graduate studies in Yerevan People’s Economy Institute. 1981-1982 he served in the Soviet Army. 1985-1990 he worked as a senior economist, chief specialist and head of financial sub-division at the State Committee of Logistics of the Armenian SSR. 1990-1991 he was deputy general director at the HayElektraMekenaMetsAr National Union of the State Committee of Logistics of the Armenian SSR. 1991-1993 he was head of general department of inter-state deliveries of RA Ministry of Material Resources. 1993-1996 RA Deputy Minister Material Resources. 1996-1997 he was head of Foreign Trade Department of the RA Ministry of Trade, Services, and Tourism, 1997-1998 RA First Deputy Minister of Industry and Trade. From 1999-2002 RA Minister of Industry and Trade. From 2002-2007 RA Minister of Trade and Economic Development.
On May 12, 2007 he was elected a deputy of the National Assembly by the proportional system from the Republican Party of Armenia.
He is married and has two children.
