He was born on June 10, 1964 in Yerevan.
He received his degree in Computer Engineering from the Yerevan Polytechnic Institute in 1984. He finished the course “State Government and Local Self-Government of the Management School of the Republic of Armenia. He is an engineer-system technician.
From 1986-1990 he worked in the Yerevan branch of the Cometa CSRI as an engineer. In 1990 elected as a deputy in Shengavit Regional Council. From 1992-1994 he worked at the Executive Committee of the Regional Council of Shengavit. Then he worked at the Gavit State Enterprise of the Executive Committee of the Regional Council of Shengavit as a specialist of the first category, chief specialist, head of department.
From 1994-2000 he worked as a head of the department, then the deputy head of the department at the State Register Department of the State Statistical Department of the Republic of Armenia. From 2000-2006 he worked as a deputy head, then head of the State Register Department of the RA Ministry of Justice, head of the State Register Agency, head of the State Register of RA.
He is first class adviser of justice, second-class state adviser of the civil service as well as a member of the Union of Lawyers and Political Scientists.
On May 12, 2007 he was elected as a deputy of the National Assembly by proportional system from the Country of Law party.
On April 21, 2008 by the decree of the President of the Republic of Armenia he was appointed Minister of Transport and Communication.
He is married and has two children.
