He was born on April 12, 1975 in Yerevan.

He graduated from Yerevan State University in 1998 with honours, in 2001 he finished the post-graduate courses. He is a lawyer, Legal Sciences PhD, docent.

In 1998-1999 he studied in the Hungarian Institute of Constitutional and Legislative Policy with the programmes “Commercial Arbitrage” and “Comparative Administrative Right.”

Since 1998 he has been member of the Republic of Armenia Lawyers Union.

From 1999 he gives lectures in the Faculty of Law at Yerevan State University on “Customs Right” and “Civil Right.” From 1999-2005 he was first a member and in 2002-2005 chairman of the Erebuni Community Council of Elders in Yerevan. In 2002-2004 he gave lectures on special course “Customs Regulation of the Foreign Economic Activities” at the faculty of International Relations at YSU.

Since 2000 he has been a member of The Community Council of Elders of Armenia, then – Association of the Armenian Community Council of Elders NGO. Since 2003 he has been a member of the Scientific Board of the Faculty of Law, member of Avagani/Council of Elders + newspaper editorial board.

From 2003-2007 he was a deputy of the National Assembly (electoral district #17). He was a member of the NA Standing Committee on State and Legal Affairs, chairman of the subcommittee on Civil and Legal Affairs. He was a member of the Republican Party of Armenia Faction. He was a member of the Protection of Human Rights adjunct to the President of the National Assembly.

On November 14, 2005 he was awarded a letter of thanks by the President of the National Assembly for supporting the students’ scientific competition on the theme “Parliamentarism in Armenia” dedicated to the 15th anniversary of the Parliament of the third Republic of Armenia.

On January 9, 2006 by the decree of the Prime Minister of the Republic of Armenia he was appointed as a member of the Management Board of the YSU (introduced by RA Government).

On May 12, 2007 he was elected as a deputy of the National Assembly by the proportional system from the Republican Party of Armenia.

On May 7, 2008 by the decree of the President of the Republic of Armenia he was appointed Deputy Prosecutor General of the Republic of Armenia.

On May 31, 2007 he was appointed a member of the qualification committee adjunct to the Prosecutor General of the Republic of Armenia by the decree of the Prosecutor General of the Republic of Armenia.

He is an author of more than 10 scientific articles and two monographs.

He is married and has two children.
