Sukias Avetisyan was born on April 28, 1959 in Leninakan (Gyumri).
In 1981 he graduated from the Leninakan branch of Yerevan Polytechnic Institute. In 2004 he finished his postgraduate studies at the Institute of the Public Administration adjunct to the RA Government. He is academician of the International Academy of Nature and Public Sciences (2001). He is an engineer-builder, candidate of economy.
He was awarded the medal the USSR Supreme Council for excellence in Work (1981).
1982-1983 he served in the Soviet Army.
1981-1982 he was secretary of the Lenin Youth Communist Union (LYCU) Committee of the Leninakan branch of the Yerevan Polytechnic Institute. 1984-1989 he was secretary of LYCU Committee of Leninakan Electrical Technical factory, head of the organizational division of the Leninakan City Committee the ALYCU, and first secretary of the Moskovyan district committee of the city. 1989-1990 he was instructor at the Leninakan City Council of the Communist Party of Armenia. 1990-1991 he worked as a geodesist-engineer in the Shirakshin trust. 1991-1993 he was chief engineer in the Housing Industrial Department of Leninakan Moskovyan District Council. 1994-1996 he was deputy chairman of the Executive Committee of the Gyumri City Council, head of the Housing Communal department. 1996-1999 he was deputy mayor of Gyumri.
1995-1999 he was a deputy of the National Assembly of the Republic of Armenia (electoral district # 52). He was a member of the NA Standing Committee on State and Legal Affairs. He was first a member of the deputy group Reforms, and later Yerkrapah.
1999-2003 he was a deputy in the National Assembly of the Republic of Armenia (electoral district # 61). He was a member of the NA Standing Committee on State and Legal Affairs. He was a member of Unity faction.
2003-2007 he was a deputy in the NA (electoral district # 47). From June 2003 till September 2004 he was a member of the NA Standing Committee on Science, Education, Culture and Youth Affairs. From September 2004 he has been a member of the NA Standing Committee on Social Affairs, Health Care and Environmental Protection. From September 2006 he has been Deputy Chairman of the same committee. He was a member of the Republican Party of Armenia.
On May 13, 2008 he was elected a deputy of the National Assembly by the proportional electoral system from the Republican Party of Armenia. He is a member of the RPA.
He is married and has three children.
