Born on July 23, 1971 in Yerevan.
1994 - Graduated from the Faculty of Law of the YSU (Yerevan State University) with excellent marks, 2002 - Post Graduate of YSU, 2007 - Fletcher School of Law and Diplomacy of Tufts University of the USA: - Lawyer.

1994 -1998 - Worked as a first-class specialist, afterwards as a leading specialist in the Legal Department of the Staff of the President of the Republic of Armenia. 1999 - 2006 - Research Officer of the Research and Training Center, then as a Senior Assistant to the Prosecutor General of the Republic of Armenia, then Head of the Department of Legal and Structural Reforms. 2006 - 2008 - First Deputy of the Head of the Judicial Department of the Republic of Armenia and the Secretary to the Council of Courts’ Chairmen.
Since 2003 - Lecturer in the Chair of International and European Law in Russian-Armenian (Slavonic) State University, Since 2011 - Lecturer in the chair of Law in French University in Armenia.
December 6, 2009 - Elected as a Member of Parliament from the electoral district # 8.
He is an author of a number of research papers, co-author of an educational manual.
He was awarded with a Diploma of the Union of Advocates of the Republic of Armenia.
He holds a class rank of counselor of Justice of second-class and a Military rank of Lieutenant.
He is married with two children.
