Born on August 29, 1962 in Dzorap village of the Ashtarak region.

1982  -  1984  -  Served in the Soviet Army.

1985 -  Graduated from the  Yerevan Terlemezyan Art College.

1985 - 1987 -  Worked as Publishing  Editor in “Hayfilm ” Studio. 1992  - 1999  - Dealt with constructive work in the RF. 1999 - 2001  - Head of the Economic Department of “HSBC Bank Armenia” CJSC. 2001 - 2002  - Founder-Manager of the “Spitak Tnak” constructive LLC, 2003 - 2004  - Founder-Manager of “ITARKO  CONSTRUCTION” CJSC, 2004 - up to now  - Founder-Manager of “Hayk Arshin” LLC then president of the  “Hayk Arshin” LLC.

2010, December 15 - Elected as Member of Parliament through the proportional electoral order from "Prosperous Armenia" Party.

He is married with three children.
