Born on November 14, 1960 in the village of Gndevaz in the Azizbekov region.

1986 - Graduated from the Civil Engineering University. Technician constructor

1980 -1982 - Served in the Soviet Army.

1982 - 1984 - Worked in the Jermouk Vehicle Store # 6.

1985 - 1986 - Head of the Jermouk station of Sourenavan Oil Store.

1986 - 1988 - Served as a deputy of the chief doctor of the Jermouk Resort # 4.

1988 - Appointed administrative deputy of the chief doctor of the Jermouk Health - Resort.

1993 - Director of the Jermuk mineral water factory.

1996 - Mayor of Jermuk.

1999, 2002 - Reelected Mayor.

1999 - Founder President of  Jermuk Group CJSC. Mr. Arsenyan is an Honorary Member of the Armenia Producers and Businessmen's Union board and the NGO Yerkir Nairi.

2003 - 2007 - Deputy in the National Assembly (proportional electoral system, RPA.) He was a member of the   Standing Committee on State and Legal Affairs of the National Assembly.

2007 - 20012 - Deputy of the National Assembly (proportional electoral system, RPA.) Member of the Standing Committee on Economic Affairs of the National Assembly.

May 6, 2012 - Elected Deputy of the National Assembly from the electoral district # 39.

Married, with three children.
