Order of the Chief of Staff, Secretary General

 of the National Assembly of the Republic of Armenia

FUNCTIONS OF THE ADMINISTRATIVE-ECONOMIC DEPARTMENT

1. The Department, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:

1) shall provide material and technical support for sittings, parliamentary hearings, and other official and protocol events of the National Assembly;

2) shall provide conditions for the operation and improvement of the complex of buildings of the National Assembly and the territories adjacent to it;

3) shall implement automobile transportation services to the National Assembly and its sub-divisions;

4) shall implement warehouse management of the National Assembly;

5) shall provide the normal functioning of the printing house used for the needs of the National Assembly;

6) shall implement other functions established by law.

FUNCTIONS OF THE SUPPLY DIVISION

2. The Supply Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:

1) shall implement the procurement of goods (services) for the needs of the National Assembly and work on the preparation of relevant documents;

2) if necessary, shall participate in the execution of contracts for the supply of material and technical resources, shall provide control over the fulfillment by the suppliers of their obligations, including oversight over the delivery time, and compliance with quantity and quality characteristics;

3) shall supply the anticipated demand for necessary materials and technical resources, and work on the operational planning of the supply process;

4) shall participate in the preparation of annual applications for the purchase of necessary goods and shall perform work on the preparation of technical tasks that comply with the quality criteria of applications for the required material and technical resources;

5) shall implement  work  regarding urgent purchases;

6) shall assess the quality characteristics of purchase applications anticipated in the  name list, work on the preparation of necessary documents for goods that do not meet established quality criteria, and submit to their supplier company;

7) shall organize research regarding the market (services) of goods necessary for the needs of the National Assembly, and the procurement of goods with the required quality characteristics;

8) shall implement  work regarding the reception and registration of delivered goods, and, if necessary, shall perform actions  directed to the discovery of incomplete received resources; 

9) shall provide efficient (economical) use of appropriations for the current year;

10) shall provide  the normal activity of the printing house, shall organize work regarding the design and printing of letters, letters of thanks, certificates of honor and other printing materials necessary for the needs of the National Assembly;

11) shall implement other functions established by law.

FUNCTIONS OF THE OPERATION DIVISION

3. The Operation Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:

1) shall provide current and capital construction for the improvement of the complex of buildings of the National Assembly and the territories adjacent to it;

2) shall provide the implementation of work regarding the supply of electricity, gas and water supply of the administrative buildings of the National Assembly;

3) shall provide implementation of operation of the ventilation system, heat supply systems and elevators, as well as  their established annual preventive work;

4) shall implement the care, irrigation, sanitary forestation, floriculture, reconstruction and landscaping of the green areas of the National Assembly;

5) shall provide cleaning, rubbish removal, disinfection of the administrative buildings of the Staff and the territories adjacent to it;

6) shall implement maintenance and operation of water facilities;     

7) shall perform other functions established by law.

FUNCTIONS OF THE AUTOMOBILE TRANSPORTATION DIVISION

4. The Automobile Transportation Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:

1) shall provide automobile services to the National Assembly and its sub-divisions;

2) shall provide the transportation of delegations by appropriate vehicles;

3) shall provide the Staff with necessary vehicles on the basis of relevant application;

4) shall organize maintenance and current repair of vehicles serving the National Assembly;

5) shall provide the efficient use of vehicles;

6) shall provide the use of the material and technical values necessary for technical maintenance and current repair of vehicles - in accordance with standards;

7)  shall provide control over the efficient use of automotive parts, lubricants and fuel with protection from abuse;

8) shall implement other functions established by law.
