Order of the Chief of Staff, Secretary General
of the National Assembly of the Republic of Armenia

FUNCTIONS OF THE HUMAN RESOURCES MANAGEMENT DEPARTMENT
1. The Department, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall implement the organization for competitions for vacant offices within the state service in the Staff, as well as activity for training and certification preparation of civil servants in the Staff;
2) shall manage personal files of the Deputies of the National Assembly, of persons doing administrative work, discretionary work, persons occupying offices of civil service, persons doing civil work and of persons implementing technical work of the Staff;
3) shall prepare and submit to the Chairperson of the National Assembly draft resolutions, decrees of the Chairperson of the National Assembly, as well as draft resolutions and other sub-legislative acts and documents of the National Assembly and Council;
4) shall perform other functions established by law.
FUNCTIONS OF THE HUMAN RESOURCES RECRUITING, TRAINING AND COMPETITIONS ORGANIZING DIVISION
2. Human Resources Recruiting, Training and Competitions Organizing Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall organize and carry out work related to competitions for vacant state service offices in the Staff in order to select high-quality human resources in accordance with passports of public service offices;
2) shall organize and carry out work related to conducting interviews for vacant offices of non-state service offices in the Staff;
3) shall organize and carry out certification work of state servants in the Staff in order to assess the conformity of professional knowledge and skills of a state servant towards the occupied office;
4) shall implement the organization of retraining of state servants of the Staff in order to increase the level of professional training of employees;
5) shall participate in the formation work of the classification of the offices of state service in the Staff and the formation work of the staff list of the Staff;
6) in collaboration with the heads of the departments, shall organize and provide the process of adaptation of the new employees at the new workplace or employees transferred to another wage-rate in the Staff, as well as the process of passing the probationary period;
7) shall provide the system work of qualitative and quantitative assessment of the work carried out by personnel;
8) shall participate in the formation of the criteria of the system of motivation (interest) of personnel and improving the efficiency of work, shall provide the basis for managing them;
9) shall organize and provide an assessment of the turn-over of the staff of the employees occupying a discretionary, state service office, individuals performing civil work, and individuals providing technical services, shall raise the occurred problems and shall submit them to the Chief of the Staff in the form of proposals;
10) shall implement the study and counting of the submitted half-year reports on the work done by state servants of the Staff, as well as shall submit proposals in order to increase the labor efficiency of the employees;
11) shall perform other functions established by law.
FUNCTIONS OF THE HUMAN RESOURCES DOCUMENTATION DIVISION
3. Human Resources Documentation Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall implement the preparation, management and record of the personal files of officials appointed by orders of the Chairperson of the National Assembly, orders of the Chief of the Staff, Deputies of the National Assembly, as well as the changes of the coefficient of the state servants in the staff list and their maintenance;
2) within the framework of its functions, shall provide the preparation of draft decrees of the Chairperson of the National Assembly, orders of the Chief of the Staff, their counting and the maintenance of their originals;
3) shall implement the record of working hours in order to provide regulations in compliance with the requirements of legislation;
4) shall provide a functioning system of registration of users of electronic circulation of documents in the Staff;
5) shall provide high-ranking officials ethics committee data regarding high-ranking officials of the National Assembly of the Republic of Armenia;
6) shall organize and provide the work of creating an electronic database of personal files of the Deputies of the National Assembly, of persons occupying a discretionary, state service office and of persons doing civil work and implementing technical work of the Staff, and shall regularly update those files;
7) shall organize and provide work regarding the execution of fixed-term labor contracts for employees performing state, discretionary, civil work and employees performing technical work of the Staff; shall manage and maintain the medical invalidity certificates, shall organize and provide the arrangement of work during business trips and holidays, the preparing and recording of work for service certificates, temporary and annual entrance-passes;
8) shall implement the entrance into the electronic database and shall update the necessary data regarding the employees - beneficiaries of the social package;
9) shall coordinate the work of industrial and educational practice for the students from higher educational institutions on an assignment in the National Assembly;
10) shall implement the management of registration books stipulated by the legislation of the Republic of Armenia;
11) shall implement the preparation of other documents arising from the functions of the Department;
12) shall perform other functions established by law.
