Order of the Chief of Staff, Secretary General
  of the National Assembly of the Republic of Armenia

FUNCTIONS OF THE DEPARTMENT OF FOREIGN RELATIONS

1. The Department, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:

1) In the aim of proper implementation of the functions regarding the approval and development of the International and inter-parliamentary relations of the National Assembly, shall cooperate with Staffs of the Parliaments of other states, international parliamentary organizations and international organizations.

2) Shall provide necessary information and analytical materials as well as shall organize and provide implementation of the work of the secretariats in the aim of providing productive activity with the Chairperson of the National Assembly, Staff and other bodies of the National Assembly among international organizations and parliaments, as well as foreign state bodies, officials, foreign political and public figures;

3) shall implement other functions established by law.

FUNCTIONS OF THE INTER-PARLIAMENTARY RELATIONS AND EUROPEAN INTEGRATION DIVISION

2. The Inter-parliamentary Relations and European Integration Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:

1) shall provide communication of the Chairperson of the National Assembly with the leaders of the parliaments of foreign states, with international organizations, including non-governmental organizations, foreign political and public figures, as well as with representatives of Armenian Diaspora organizations and community figures;

2) shall provide the delegations of the National Assembly with the necessary information and analytical materials, as well as shall organize and provide implementation of the work of the secretariats of delegations in order to provide a productive activity in international parliamentary organizations;

3) shall cooperate with the Staffs of the President of the Republic, the Government and other state and local governments bodies, and relevant structural subdivisions;

4) shall provide the implementation of work of the secretariats of friendship groups and inter-parliamentary committees of the National Assembly;

5) shall prepare bilateral visits of parliamentary delegations, as well as international conferences and seminars regarding the parliamentary activities;

6) shall participate in forming the draft of the annual program of international activities of the National Assembly;

7) shall take part in the preparation of the substantive parts of foreign visits, meetings of the Chairperson of the National Assembly with foreign officials and representatives of international organizations and other foreign policy events with the participation of the Chairperson of the National Assembly;

8) shall prepare bilateral visits of the Staff of international parliaments, as well as shall support the participation of the National Assembly Staff in international conferences and seminars regarding the parliamentary activities;

9) by the prescribed procedure shall maintain and, if necessary, also analyze the reports of delegations and individual Deputies of the National Assembly regarding international inter-parliamentary relations;

10) shall record minutes of meetings of the Chairperson of the National Assembly, his Vice Chairpersons, and the Staff with the representatives of foreign countries;

11) shall maintain and register the originals of memorandums, agreements, treaties and other similar documents signed on behalf of the National Assembly and the Staff;

12) shall implement other functions established by law.

FUNCTIONS OF THE INTERNATIONAL ORGANIZATIONS DIVISION

3. The division of international organizations, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:

1) shall provide the delegations of the National Assembly with the necessary information and analytical materials, as well as shall organize and provide the work of the secretariats of delegations in order to provide productive activity in international parliamentary organizations;

2) shall study the experience of the activities of international and parliamentary organizations, within the scope of its powers shall contribute the establishment and development of relations between them and the National Assembly;

3) shall take part in drafting the annual program of international activity of the National Assembly, shall prepare and shall submit proposals regarding it to the Leadership and to the Standing Committee on Foreign Relations of the National Assembly;

4) with the participation of the Chairperson of the National Assembly, shall provide preparation of substantive parts of the foreign visits, meetings of the Chairperson of the National Assembly with foreign officials and the representatives of international organizations, and other foreign policy events;

5) shall provide communications of the Chairperson of the National Assembly with relevant international organizations, including non-governmental organizations, foreign political and public figures, as well as with representatives of organizations and community figures of the Armenian Diaspora;

6) shall prepare visits of parliamentary delegations to international organizations, as well as international conferences, seminars regarding parliamentary activities;

7) shall prepare bilateral visits of the staffs of international parliaments and the National Assembly, as well as shall assist the participation of the Staff of the National Assembly in international conferences and seminars regarding to parliamentary activities;

8) shall accompany the relevant parliamentary delegations during their stay in the Republic of Armenia, shall record the official meetings, shall draw up reports on visits;

9) shall record the minutes of the meetings of the Chairperson, Vice Chairpersons, and the Staff of the National Assembly, with the representatives of international organizations;

10) shall conduct analytical work regarding the sphere of international relations;

11) shall assist the Deputies in issues of international activity, guided by the recommendations of the Chief of the Staff;

12) shall implement other functions established by law.
