FUNCTIONS OF THE MOBILIZATION PREPARATION, MOBILIZATION PROGRAMS, AND CIVIL DEFENSE DIVISION
- The Mobilization Preparation, Mobilization Programs, and Civil Defense Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) within the scope of the powers and duties assigned to the Staff, shall implement the preparing and coordinating work and activities stipulated in peacetime, in the conditions of an armed attack on the Republic of Armenia, during the presence of an immediate threat of attack and military activities, and shall provide the execution of those;
2) shall implement the preparation and planning of events providing the implementation of an official state order (mobilization task);
3) shall provide participation in armed resistance during an encroachment on independence, territorial integrity, inviolability of state borders and the population of the Republic of Armenia;
4) shall provide the declaration of war and/or martial law, the conduct of general or partial mobilization or participation in those;
5) shall provide methodological, informational and organizational support for the development of plans and programs for the transfer of the working regime of a peaceful period to the working regime of a military period, mobilization training, and civil defense;
6) shall implement the development of measures to provide the implementation of mobilization tasks, and, if necessary, shall provide implementation of those;
7) shall participate in the implementation of mobilization and civil defense plans and educational training for mobilization deployment, or shall implement those preparations and conduct in the prescribed procedure;
8) shall implement the performance of work on the collection, storage, registration and updating the material reserve of the necessary goods regarding the coordination area of the National Assembly;
9) shall provide the establishment and maintenance of the insurance fund of documents of objects for armament and equipment, the most important objects of civilian production, life support systems of the population, objects representing the greatest danger and national values;
10) shall implement the preparation of systems for providing the population with food and non-food goods, medical services, communications and transportation means during the period of martial law;
11) during the fulfillment of tasks (orders) and the response to problems, in compliance with mobilization plans, shall form relevant acts regarding withdrawal of buildings, structures, land plots, property, transportation and other material assets from organizations and citizens, as well as during a change in the direction of their economic activity;
12) shall implement the establishment of a unit(s) of the reserve administration of the Staff, and the submission of the proposals for its protection to the Chief of the Staff of the National Assembly;
13) shall implement the registration of officials of the Staff liable for military service, their attachment to the rates of the Armed forces in the war period, and written order;
14) shall implement the development of proposals for the creation, development of mobilization capacities necessary for the economy, the armed forces and other troops, civil defense, industries that meet the requirements of the population, and protective mechanisms;
15) shall implement accomplishment of mobilization plans, mobilization deployment of the armed forces and other troops, forces of the State authorized body for civil defense and emergency situations, shall provide participation in educational training gatherings and studies and their implementation in order to provide the transfer of the activities of bodies and organizations, economies, life support system of the population, communications and information systems in the regime of work of the war period;
16) shall take measures to organize cooperation with other bodies of state power (including the armed forces, other troops, forces of the State authorized body for civil defense and emergency situations);
17) shall analyze, assess the state of mobilization readiness of the Staff and the procedure of the preparatory arrangements and shall present a report to the Chief of the Staff;
18) shall implement other work regarding to the organization of defense (mobilization preparation) in peacetime;
19) shall study and analyze the international experience of mobilization preparation and development of the mobilization sphere and shall submit proposals if necessary;
20) shall implement the work of civil defense, including the development of civil defense plans, organizing the preparation of civil defense leadership regarding civil defense, coordinating the work carried out by employees of sub-divisions regarding the field of civil defense, and the implementation of other functions stipulated by the legislation of the Republic of Armenia;
21) shall provide the implementation of other arrangements established by the laws of the Republic of Armenia “On Defense,” “On the Legal Regime of Military Regime” and “On the Legal Regime of the State of Emergency,” and shall provide the implementation of other arrangements stipulated by the normative legal acts arising from those.
