On March 6, the RA National Assembly convened an extraordinary sitting on the initiative of the RA Government.

The RA NA Speaker Ara Babloyan informed that by the CEC decision the candidate of the RPA general electoral list Tatshat Vardapetyan received a deputy’s mandate.

The RA Deputy Minister of Justice Artur Hovhannisyan in the second reading presented for debate the revised draft laws on Public Council and on Formation and Activities of the Security Council.

Artur Hovhannisyan presented for debate in the first reading the draft law on Making Amendments and Addenda to the RA Law on the RA State Awards and Honourable Titles .

The parliament debated in the first reading the legislative package on Making Addendum to the RA Law on Referendum and on State Duty.

The MP Rustam Makhmudyan presented the endorsement of the draft laws and the legislative package of the RA NA Standing Committee on State and Legal Affairs and Protection of Human Rights.

The MPs Gevorg Petrosyan and Artak Zeynalyan presented their viewpoints and recommendations.

In their final speeches Artur Hovhannisyan and Rustam Makhmudyan touched upon the deputies’ recommendation and gave clarifications.

Afterwards the legislators debated in the first reading the RA draft law on the Structure and Activities of the Government with the enclosed legislative package .

In his extraordinary speech the RA NA Deputy Speaker Mikayel Melkumyan noted that he studied the structure of the governments of the other countries, particularly of Russia and Moldova, presented the results of his studies. In this context the Deputy Speaker proposed to create a Ministry on Integration with Artsakh.

The RA NA deputies Koryun Nahapetyan, Hakob Hakobyan, Gevorg Gorgisyan, Khosrov Harutyunyan, Mane Tandilyan, Arman Saghatelyan and Ararat Mirzoyan expressed their viewpoints.

In his extraordinary speech the RA NA Deputy Speaker Eduard Sharmazanov gave examples of Greece, Germany, Estonia and a number of other countries.

In his final speech the RA Minister of Justice Davit Harutyunyan urged the MPs to present recommendations in written form and expressed hope that it would be possible to improve the legislative package with united forces.

The parliament in the second reading debated the package of the draft laws on Pardon, on Amending the RA Criminal Code, on Amending the RA Criminal Procedure Code.

The Deputy Chair of the RA NA Standing Committee on State and Legal Affairs Rustam Makhmudyan presented the endorsement of the Head Committee and emphasized the adoption of the legislative package.

The RA Deputy Prime Minister, the RA Minister of International Economic Integration and Reforms Vache Gabrielyan presented in the first reading the package of the draft laws on Civil Service, on Public Service, on the Regulation of the Administrative Legal Relations, on the making Amendments and Addenda to the RA Law on Corruption Prevention Commission, on Making Amendments and Addenda to the RA Law on Remuneration of the Persons with State Posts, on State Accounting of the Separated Sub-divisions, Institutions and Individual Entrepreneurs of Legal Persons.

The Deputy Chair of the RA NA State and Legal Affairs and Protection of Human Rights Committee Rustam Makhmudyan, the Chair of the RA NA Standing Committee on Economic Affairs Khosrov Harutyunyan expressed their viewpoints on the package of the draft laws.

In his final speech the RA Deputy Prime Minister Vache Gabrielyan called on to present the recommendations for the further debates and vote for the package of the draft laws.

The RA Minister of Justice Davit Harutyunyan presented the package of the draft laws on Amending the RA Criminal Procedure Code, on Making Amendments and Addendum to the RA Administrative procedure Code.

The Chair of the RA NA Standing Committee on Health Care and Social Affairs Hakob Hakobyan underlined that at the extraordinary sitting the draft law had been debated and endorsed.

The RA First Deputy Minister of Territorial Administration and Development Vache Terteryan presented the issue on passing in the second reading and completely the RA draft law on Inter-Community Associations and the enclosed package of the draft laws.

The Chairman of the RA State Commission for the Protection of Economic Competition Artak Shaboyan presented the issue on passing in the first reading the package of the draft law on Making Addenda and Amendments to the RA Law on Protection of Economic Competition and the enclosed package of the presented draft laws.

The Chairman of the RA NA Standing Committee on Economic Affairs Khosrov Harutyunyan proposed to pass the package of the draft law in the first reading.

The RA NA extraordinary sitting will continue the work on March 7.
