On April 6, the regular meeting of discussion of the drafts of the constitutional amendments of RA NA Ad-hoc Committee on Matters of Integration in European Structures was held. Representatives of international organizations and NGOs, RA President’s special representative Armen Harutyunyan attended the sitting.
Tigran Torosyan, NA Vice Speaker, Chairman of the Ad-hoc Committee noted there is a proposal from three drafts only in the coalition and “People’s Deputy” group on the last two chapters of the Constitution – “The Adoption, of Constitution, Amendments and Referendum” and “Provisions for the Transitional Period” – after the Article 111 of Constitution add a new Article 111.1 with the following content: Constitutional amendments may be also prescribed by law, by the initiative of which at least one-third of the total number of Deputies of the National Assemblyor the President of the Republic will be introduced. There are no proposals in the “Provisions for the Transitional Period.”
Grigor Ghonjeyan, an MP representing the ULP draft noted in his final speech stated that it is necessary to create equal conditions for the discussion of all drafts during the NA plenary session, specify distinctly the procedure of draft discussion. Mr. Ghonjeyan stated that comparing the composed versions and having them in circulation: ULP doesn’t see real opportunity to compare the three drafts. ULP finds that the NA plenary session shall give final assessment to the drafts.
At the end of the sitting, Mr. Torosyan submitted the draft conclusion of the committee, which will be discussed at the next sitting of the committee.
