On June 7, under the Article 100 of the RA Constitution and the Article 41 of the constitutional law the NA Rules of Procedure an extraordinary sitting of the RA National Assembly was convened by the initiator's established agenda.

By the decision made by the parliament on the first day of the extraordinary sitting four sittings will be convened with one and a half hour duration. On the next days from 13:00 three sittings with one and a half hour duration will be convened.

The duration of every interval has been established half an hour.

According to another decision, the debate of some draft laws in the second reading will be held after passing them in the first reading within 24 hours.

The parliament also passed the special procedure of the debate of the agenda items of the NA Extraordinary sitting, after which considered the draft law on Amending the RA Law on Normative Legal Acts, the draft law on Amending the RA Code on Administrative Offences and the draft law on Amending the RA Law on State Government System Bodies, which presented the RA First Minister of the Justice Artak Asatryan.

According to Vladimir Vardanyan, the RA NA Standing Committee on State and Legal Affairs endorsed the draft laws.

Afterwards the MPs in the first reading the debated the draft law on Making Amendments and Addenda to the RA Tax Code of 21 June 2018 and on Making Amendments and Addenda to the RA Tax Code of 21 December 2017, on Making Amendments and Addenda to the HO-266-N and Amending the HO-338-N Law with the enclosed legislative package.

The key speaker, the RA Deputy Minister of Finance Arman Poghosyan presented the amendments under proposal.

The Chair of the RA NA Standing Committee on Economic Affairs Babken Tunyan presented the endorsement of the Committee and called on the MPs vote for it.

More than a dozen MPs – Arkady Khachatryan, Mane Tandilyan, Taron Simonyan, Gurgen Baghdasaryan, Arman Yeghoyan, Artyom Tsarukyan, Gevorg Papoyan, Viktor Yengibaryan, Sisak Gabrielyan, Armen Pambukhchyan, Mikayel Melkumyan, Yeghishe Soghomonyan, Hayk Gevorgyan and Varazdat Karapetyan delivered speeches on the initiative.

In his extraordinary speech the NA Speaker Ararat Mirzoyan touched upon the concerns sounded in the opposition deputies' speeches, presented his observations on the initiative. The Head of the parliament made comparisons between the regulations of the acting Code and the amendments being proposed, indicating the positive solutions.

In the final speeches the key and co-speakers touched upon the MPs' questions and gave clarifications.

The bills on Making Amendment and Addenda to the law on Police and on Making Amendment and Addendum to the RA Tax Code4 were debated in the second reading.

The deputies by voting passed all the legislative inititives debated during the extraordinary sitting.

The parliament will continue the work of the extraordinary sitting on June 10 at 13:00.
