On December 12, under the Article 100 of the RA Constitution and the Article 41 of the Constitutional Law the Rules of Procedure of the National Assembly on the initiative of the RA Government the RA NA extraordinary sitting was convened by the initiator’s established agenda.

By the NA decision four sittings will be held every day of the extraordinary sitting with half an hour intervals, and the debate of one part of the agenda items will be held after passing them in the first reading within 24 hours.

After approving the agenda the parliament debated the draft law on Ratifying the Loan Agreement Policy Loan of the Management Development of the Anti-Budgetary, Economic and State Sector between the Republic of Armenia and the International Bank for Reconstruction and Development (IBRD) which the RA Deputy Minister of Finance Armen Hayrapetyan presented.

Hamazasp Danielyan presented the endorsement of the RA NA Financial-Credit and Budgetary Affairs on the Agreement.

Arkady Khachatryan presented the viewpoint of the RA NA Bright Armenia Faction.

Naira Zohrabyan presented the position of the RA NA Prosperous Armenia Faction.

Hayk Gevorgyan delivered a speech on behalf of the RA NA My Step Faction.

In his final speech the RA Deputy Minister of Finance Armen Hayrapetyan touched upon the opposition MPs’ questions.

The RA Deputy Minister of Finance also presented the Loan Agreement Human Potential Development Expansion Programme signed on 18 November 2019 between Armenia and Asian Development Bank.

The RA NA Speaker Ararat Mirzoyan gave an extraordinary speech. He considered useless the appeals of voting for the Agreement addressed to the opposition by the majority. By the assessment of the Head of the parliament, the opposition, as a rule, does not vote for the budget, the programme of the Government and the Loan Agreement. According to him, the sub-context of the Loan Agreement is political. The NA President deemed beneficial for Armenia the involvement of the loans presented in good conditions.

Hamazasp Danielyan presented the endorsement of the RA NA Financial-Credit and Budgetary Affairs on the Agreements. He called on to vote for it.

The RA Deputy Minister of Defense Gabriel Balayan presented for debate in the second reading the draft law on Making Amendments and Addenda to the RA Law Disciplinary Statute of the RA Armed Forces.

Tigran Karapetyan presented the endorsement of the RA NA Standing Committee on Defense and Security.

Afterwards the legislative package on Making Addenda to the RA Law on the Status of the Military Units and the Military Institutions and on Making Addenda to the RA Law on the Status of the Military Service and Serviceman was debated in the first reading.

Kristine Poghosyan presented the endorsement of the RA NA Standing Committee on Defense and Security on the package.

Hayk Gevorgyan presented the endorsement of the RA NA Standing Committee on Economic Affairs on the document.

The RA First Deputy of Justice Rafik Grigoryan debated in the second reading the draft law on Making Amendments and Addenda to the RA Law on Bankruptcy with the legislative package. Artur Davtyan voiced the endorsement of the RA NA Standing Committee on State and Legal Affairs.

The parliament in the first reading debated the draft law on Amending the RA Law on the RA Administrative-Territorial Division.

The Deputy Committee Chair Sergey Bagratyan presented the endorsement of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment.

The draft law on Making Addenda and Amendments to the Law on Police authored by the Government was debated in the first reading.

The member of the RA NA Standing Committee on Defense and Security Kristine Poghosyan presented the endorsement of the Committee.

Afterwards the MPs voted for the draft laws. The MPs passed all the items debated during the extraordinary sitting.

The parliament will continue the work of the extraordinary sitting on December 13, at 11:00.
