Issues on Adoption of Legal Acts, Assessment of Legislative Process in RA Discussed

On March 4-5, in the RA National Assembly the members of the delegation of the Office for Democratic Institutions and Human Rights (ODIHR) of the Organisation for Security and Co-operation in Europe (OSCE) led by the Head of the ODIHR Democratization Department Marcin Walecki were in the RA National Assembly. The Chair of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan initiated the visit and the deputy of the RA NA My Step Faction Hamazasp Danielyan coordinated it.

Within the frameworks of the visit meetings took place with the representatives of the RA NA all factions, the members of a number of Committees andthe  representatives of the Staff. The results of the work of the National Assembly on the creation and adoption of the legal acts were presented.

The Deputy Chair of the RA NA Standing Committee on State and Legal Affairs Anna Karapetyan, the Committee members Artur Davtyan, Nazeli Baghdasaryan and Sergey Atomyan also met with the delegation members of the OSCE/ODIHR.

Welcoming the guests in the parliament the Deputy Chair of the Standing Committee highly assessed the support of the OSCE all institutes shown to the democratic reforms going on in Armenia.

Anna Karapetyan presented in detail the procedure of the Committee sittings and the spheres of the activity. She has also noted that the discussion of the issues on constitutional-legal problems, parties, electoral system, the Rules of Procedure of the National Assembly, the Constitutional Court, the justice, the court formation, the Prosecutor’s Office, the investigative bodies and the legal regulations of a number of other issues.

According to her, in 2019 the Committee convened 24 sittings, 10 out of them regular and 14 extraordinary. During 2019 from 365 draft laws completely passed by the National Assembly the NA Standing Committee on State and Legal Affairs was appointed as a Head Committee for 103 draft laws.

More than 90 applications received from the citizens were received and given answer by the established order.

At the request of the delegation members Anna Karapetyan has presented the process through which the draft law passes during the period until complete adoption.

The representatives of the delegation were especially interested in the growing proportionality of the bills authored by the NA deputies and factions of the seventh convocation, including also the initiatives of the opposition factions which were supported by the majority.

During the upcoming several months a report will be prepared, taking into consideration also the directions of the constitutional law of the RA Rules of Procedure of the National Assembly and the improvement of the current regulations of the work order.
