On March 30, an extraordinary sitting of the National Assembly pursuant to Article 100 of the RA Constitution and Article 41 of the Constitutional Law the Rules of Procedure of the National Assembly was convened by the initiator’s established agenda.

According to the decision made by the parliament, the debate of the draft laws included in the agenda of the sitting in the second reading, except the Agreement, will he held after passing in the first reading within twenty-four hours.

The RA Minister of Justice Rustam Badasyan presented for debate in the first reading the legislative package on Making Addenda to the Law on Legal Regime of State of Emergency and on Making Addendum to the Law on Electronic Communication.

In their speeches many MPs have considered controversial the addenda being proposed, noting that the goal is clear, but the proposed solutions are non-understandable: they cause more questions and concerns. Opinions have been voiced that the package is presented late, besides it will not serve for its goal.

Edmon Marukyan has presented the viewpoint of the RA NA Bright Armenia Faction, noting the bill is early to pass. According to the deputy, we should think about solving the problems of the people standing on the poverty threshold at this moment. The Head of the Faction has informed that they will vote against it.

Naira Zohrabyan presented the negative opinion of the RA NA Prosperous Armenia Faction. The MP proposed her colleagues to call back the draft law, deeming it regressive.

Ruben Rubinyan delivered a speech on behalf of the RA NA My Step Faction. According to him, the draft law has three layers: efficiency, trust and time.

In his final speech the RA Minister of Justice Rustam Badasyan answered to the MPs’ voiced questions.

The RA Deputy Minister of Health Anahit Avanesyan has informed that, according to medical documents, in case of the person’s death it is not necessary to do autopsy.

Afterwards the legislative package on Making Amendments and Addenda to the RA Law on Joint Stock Companies was debated in the first reading.

The RA Deputy Minister of Economy Avag Avanesyan has noted that by the draft law the obligation of organizing the meeting is laid on the Council, thus during the sittings of the Council it is designed to create an opportunity for remote voting.

The RA Government called back the draft law on Ratifying the Loan Agreement Second Additional Financing of the Improvement Program of Road Net of Vital Importance signed between the Republic of Armenia and the International Bank for Reconstruction and Development.

The National Assembly passed the debated draft laws by voting.

The parliament will continue the work of the extraordinary sitting on March 31, at 11:00.
