On June 1, the RA National Assembly continued the work of the regular sittings, which began last week on May 26.
As a result of voting, the parliament passed the draft laws debated in the previous sittings, except the legislative package on Making Amendments and Addenda to the Law on State Pensions, on Making Amendments and Addenda to the RA Law on State Allowances which was moved to the phase of presentation of recommendations, revision, in accordance with the Constitutional Law the Rules of Procedure of the National Assembly.
By the decision of the parliament the debate in the second procedure of the legislative package on Making Amendments and Addenda to the Law on Police and the on Service in the Police will be held in the special procedure within twenty-four hours, after being passed in the first reading.
The RA NA Bright Armenia Faction did not take part in the voting of the legislative package authored by the deputy of the NA My Step Faction Vahagn Hovakimyan the draft law on Making Amendments and Addenda to the Constitutional Law on Referendum, on Making Amendment and Addenda to the Constitutional Law the Rules of the Procedure of the National Assembly and on Making Addenda to the Constitutional Law on Constitutional Court debated in the first reading on the previous week. Let us note also that the RA NA Prosperous Armenia Faction voted against the package. The Head of the RA NA My Step Faction Lilit Makunts has clarified that the adoption of the abovementioned legislative package is conditioned by the spread of Covid-19 pandemic and the preservation of the public health. According to her, today there is a need to cancel the holding of the referendum designing constitutional amendments declared on April 5. As a result of voting, the package was passed. By the decision of the parliament, the debate of this package in the second reading also will be held in the special procedure within 24 hours.
Afterwards, the parliament continued debating in the first reading the legislative package on Making Amendment and Addenda to the Law on Automobile Transport and on Amending the RA Code on Administrative Offences authored by the deputies Artur Dallakyan, Artyom Tsarukyan and Artur Grigoryan.
The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan presented the position of the RA Government.
The Head of the RA NA My Step Faction Lilit Makunts presented the position of the Faction, noting that the Faction would vote for it in the first reading.
The Head of the Faction also touched upon the bellicose announcement made by the high ranking leadership of Azerbaijan, particularly by the President Ilham Aliyev, and by the threatening announcement of the Defense Minister of Azerbaijan Zakir Hasanov, where the latter confessed that the four-day war occurred in April 2016 unleashed Azerbaijan.
Regarding this, Lilit Makunts made a statement: “I would like to underline that, as in the 90s, in 2016, so in any other moment, the answer of the aggression unleased by Azerbaijan will be more adequate and very strong. We will not retreat before the protection of right to live irrespective of party belonging and differences of political views. Nevertheless, our important problem is to draw the attention of the international community to these announcements, as Azerbaijan continuously violates one of the three important principles adopted by the Minsk Group format: the principle of excluding the force and the force threat. By my conviction, the international community, moreover the international structures, which are responsible for the preservation of peace in the world, in these days made additional statements related to Covid-19 pandemic, should not be indifferent towards such statements, because the indifference that can set free Aliyev’s hands and result in new escalation in the region. I repeat that they will get very strong response and it will have disastrous consequences for the very Azerbaijan.”
In their concluding speeches the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan, the RA NA deputies Tsovinar Vardanyan and Artur Dallakyan touched upon the raised questions and gave clarifications.
The RA Prosecutor General Artur Davtyan presented for debate the report on the Activity of the RA Prosecutor’s Office for 2019.
The key speaker the RA Prosecutor General Artur Davtyan answered to the MPs’ more than three dozen questions.
The MPs delivered speeches on the report. They thanked Artur Davtyan for making a comprehensive report and presenting it.
The MPs highlighted also the complete disclosure of the criminal cases of the public sounding and the work of the Prosecutor’s Office in that direction.
The deputy Hovhannes Hovhannisyan delivered a speech on behalf of the RA NA My Step Faction.
In his final speech the RA Prosecutor General Artur Davtyan thanked for the constructive and concerning proposals and touched upon the raised problems.
The bills on Making Addenda and Amendments to the RA Law on Employment authored by the Government and on Making Addendum to the RA Labor Code authored by the deputy of the RA NA My Step Faction Rustam Bakoyan were debated in the second reading for completely passing them.
The parliament will continue the work of the regular sittings on June 2, at 10:00.
