The Parliament Debates Issues with Social Orientation

On September 13, the second day of the four-day sittings began its activities by voting. The parliament adopted all the legislative initiatives debated the previous day.

Davit Lokyan, Minister of Agriculture submitted to the legislator’s consideration the government’s authored drafts “On Veterinary” and“On Making Amendment to the Law ‘On Agro State Inspectorates.’” In case the draft is adopted the responsible person for the quality of the food will be the management and the state will be only in the role of the control. The veterinary state inspectorate will carry out that control. At the same time the executive authority has a goal of taking into consideration the standards of European Union for not having in future problems in food export.

Rafik Grigoryan, member of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs, passed the MPs the endorsement of the committee on the draft. By the estimation of the committee, through the proposed provisions, equal conditions for the management will be established in this sphere for physical and legal entities, also the health protection is taken into great consideration. The committee members have positive attitude towards the certification of the entities, as well as the provisions envisaging the license for the activity.

The next two agenda issues had social orientation and were presented by Aghvan Vardanyan, Minister of Labor and Social Affairs. The draft “On Social Support” is inclined to become the basic document of the sphere and regulate the issues of social organization and allotting, as well as to define the management system and financial sources. According to the draft, the population will have a social support by the state, through monetary, change of goods, rehabilitation aid, temporary habitats will also be allocated care issues will be organized. Legal and consultative promotion is also envisaged. The provision on creating the information base is also fixed in the draft. For productive organization of the activities, by the draft it is envisaged to invest social work specialization in the system.

The orders of allowance appointment and payment will be unified by the bill “On State Allowances.” There are three kinds of allowances in the proposed document, i.e. family, one-off of child’s birth and allowances of child’s care. By the minister’s presented data, 135.000 beneficiary families are registered in the republic. Within the framework of the family allowance, a lump sum payment will be allotted in case a child is born in the family, for the first grade or a death in the family. There’s also an opportunity of urgent aid. In the accounting base of the family allowance the base amount of the base will be and the addition given to the family member up to 18. The power of the definition of the amount is given to the executive body. The allowance for the child’s care up to 2 in 2006 is envisaged to be allotted to all mothers, regardless whether they work or not.

The NA Standing Committee on Social Affairs, Health Care and Environment endorsed both two drafts. Gagik Mkheyan, Chairman of the committee, speaking on the bill “On State Allowances,” noted that today’s amount of the allowances is not enough for providing living standards, but in case the protection of the allotting of the allowances and the control on them, the productivity will grow. Mr. Mkheyan offered to enlarge the list of those getting allowances, including the in list the soldiers or lonely retired people. Ararat Mkrtchyan, the committee member, related to the bill “On Social Support” said that it will give the opportunity to help the citizen in hard condition, to create conditions for integration in the society.

The debated issues will be submitted to the next sitting of the four-day sittings. And the last hour of the sitting, according to the NA Rules of Procedure, were allotted to the MPs’ statement.
