Parliament Convenes Regular Sitting

On December 8, the RA National Assembly began the work of the regular sittings.
The RA NA Deputy Speaker Lena Nazaryan has informed that, according to the N 9 and N 10 protocols of the Central Electoral Commission, the next candidates of the first part of the national electoral list of My Step parties alliance Hayk Tsirunyana and Narek Grigoryan completed the RA NA.

In accordance with the constitutional law the NA Rules of Procedure, Narek Grigoryan had sworn in at the NA sitting.

After approving the agenda of the regular sittings, Lena Nazaryan informed that pursuant to Article 53 of the Constitutional Law the NA Rules of Procedure, at least one-fifth of the total number of the NA deputies with an official document proposed to hold the debate on the urgent theme 'The Problem of Returning the Armenian Prisoners of War and Captive Civilians from Captivity’ behind closed doors. The proposal can be accepted by the decision of the majority of the total votes of the deputies.

Underlining the sensitivity and security factors of the theme, the Head of the RA NA My Step Faction Lilit Makunts informed that the deputies applied to the RA NA Speaker in written form to hold the debates behind closed doors for not impeding the works being done by the Government and the relevant departments.

The Head of the RA NA Bright Armenia Faction Edmon Marukyan considered senseless the decision to hold the debate behind the closed doors. In his opinion, the National Assembly should voice to the whole world, to the international community about the issue of returning the prisoners of war as soon as possible.

As the RA NA Deputy Speaker Alen Simonyan has observed, in terms of the POWs' security the version of holding a debate behind closed doors is preferable. On behalf of the National Assembly the appropriate decision and statement on the issues will be addressed to concerned structures.

The deputy of the RA NA Bright Armenia Faction Gevorg Gorgisyan highlighted presenting the works done by the relevant bodies to the community, underlining the necessity of organizing a debate in open format.

The parliament made a decision to hold the debate behind closed doors by voting.

The Deputy Head of the RA Police Ara Fidanyan presented for debate of the parliament in the first reading the package of the draft law on Amending the Law on the RA Citizen’s Passport and the enclosed draft laws authored by the government.

Underscoring the urgency of the initiative Ara Fidanyan proposed to organize the second reading within 24 hours after the first reading.

The member of the RA NA Standing Committee of State and Legal Affairs Arusyak Julhakyan informed that the draft law was not endorsed at the Committee.

The Deputy Head of the RA Police Ara Fidanyan presented the draft law on Making Amendments and Addenda to the RA Code on Administrative Offences authored by the Government.

The rapporteur proposed the MPs to vote for the draft law, presenting in detail the amendments being proposed.

The member of the RA NA Standing Committee on Defense and Security Armen Khachatryan informed that the draft law was endorsed.

The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan presented the package of the draft law on Making Amendments and Addenda to the RA Tax Code authored by the RA Government and the RA NA deputy Sofia Hovsepyan.

Gevorg Papoyan presented the viewpoint of the RA NA Standing Committee on Economic Affairs, and the draft law was endorsed.

The parliament debated in the second reading the draft laws on Making Amendments and Addenda to the law on State Registration of the Rights towards the Property, on Making Amendments and Addenda to the law on the RA Investigative Committee, on Making Addendum to the RA Water Code authored by the Government and on Making Amendment and Addenda to the law on State Non Commercial Organizations.

The RA Deputy Minister of Justice Vahe Danielyan in the first reading presented for debate the draft law on Making Amendments and Addenda to the RA Law on State Accounting of the State Registration of the Legal Persons, the Separated Subdivisions of the Legal Persons and the Personal Entrepreneurs with the legislative package.

The RA NA Standing Committee on State and Legal Affairs endorsed the package.

Afterwards the legislative package on Registration of the Civil Status Acts, on Making Amendments and Addendum to the Family Code, on Making Amendments and Addenda to the RA Law on State Duty was debated in the first reading. The Head Committee endorsed this draft law.

The deputy Hamazasp Danielyan presented for debate in the first reading the draft law on Making Amendments and Addenda to the Constitutional Law on Parties with the enclosed legislative package authored by the RA NA My Step Faction. The package was sent for expertise to the OSCE/ODIHR and the Venice Commission, after which some amendments had been done.

At the third sitting of the day the debate on the urgent theme 'The Problem of Returning the Armenian Prisoners of War and Captive Civilians from Captivity’ behind closed doors. As a result of debate the RA NA message   was adopted.

At the last sitting, in accordance with the constitutional law the NA Rules of Procedure, the MPs made statements.

The National Assembly will continue the work of the regular sittings on December 9, at 10:00.
