The September 28 extraordinary session of the National Assembly was marked by the adoption of the constitutional amendments in the third reading. 90 MPs were for, 0 against and 0 abstentious to the draft
“On Making Amendments the RA Constitution.” With the same votes, being led by the 111th
Article of the Constitution and 77th
Article of Rules of Procedure, the Parliament also adopted a decision to make a proposal to the President of the Republic on putting the draft on referendum.
The coalition-submitted bill “On Making Amendments and Additions to RA Law ‘On Referendum’” was debated and was adopted according to special order in the second and third readings. Presenting the issue, Hrayr Karapetyan, co-author of the draft, underscored that in the edited document the recommendations of oppositional MPs Arshak Sadoyan and Viktor Dallakyan. In the result of Mr. Sadoyan’s
recommendation, it was defined that the voting cabin should be furnished in a way that the citizen could fill in the ballot in the precinct in secret from those who are present. By Viktor Dallakyan’s proposal it is envisaged to give information by Public TV on the current results of the referendum after the vote with three-hour regularity.
