Amendments Proposed by Bright Armenia to Law on Corruption Prevention Commission Rejected

At March 17 sitting of the NA Standing Committee on State and Legal Affairs, the draft law on Making Amendments to the RA Law on Corruption Prevention Commission authored by the Bright Armenia was discussed.

In cases and order established by the Law on Public Service, the advisory conclusions on building integrity of persons appointed in the public positions, candidates for members of the Supreme Judicial Council, candidates for the judges of the Constitutional Court, candidates for judges, as well as in other cases provided by the law are not published. The Bright Armenia proposes to publish the mentioned data.

According to the deputies, there have been risks concerning the publishing of advisory conclusions on building integrity of persons appointed in the public conclusions, especially if the latter are candidates and have not appointed yet.

In the co-report, Artur Davtyan raised an issue of inadmissibility on publishing information on the person not holding position, but pretentious person. He proposed to reject the adoption of the draft law.

“The adoption of the draft law is not expedient for the Government,” the RA Deputy Minister of Justice Artur Hovhannisyan noted.

The draft law with these regulations is also unacceptable for the Committee Chair Vladimir Vardanyan.

In her final speech, Ani Samsonyan proposed to have some restrictions republishing the data during the period from the first to the second reading and to publish the advisory conclusion on building integrity only after appointing the candidate in position.

In the result of the discussion, the bill was not endorsed by the committee.

The bill on amending the RA Criminal Court authored by the NA Deputies Naira Zohrabyan, Iveta Tonoyan and the legislative package on Making Amendment and Addenda to the RA Criminal Procedure Court and a number of enclosed other laws were debated in the second reading and were endorsed by the Committee.

The Committee will continue the work on March 18, at 14:00.
