NA Draft Decision on Abolition of Martial Law Debated

The parliament debated the NA draft decision on Abolition of the Martial Law, which the NA Bright Armenia and the Prosperous Armenia factions authored.

To the conviction of the Head of Bright Armenia faction Edmon Marukyan, the martial law restricts the rights of the opposition and the democracy in the country, because elections are not organized in a number of communities. He noted that the Head of Committee has given a negative conclusion for the issue, because political forces had not negotiated at that moment and now there is a solution for the issue: it has been announced on the day of the elections.

“We cannot insert the political processes into the politics, if we continue to live in conditions of the martial law,” the deputy said. By the opinion of the deputy Sergey Atomyan, the Government should abolish the martial law, because it should initiate a number of legal regulations.

“They work in the framework of their authorities, we - in ours. They enter the martial law, we can abolish, realizing that there is no necessity of that,” Marukyan said.

Taguhi Tovmasyan asked a question: “Have you discussed the viewpoint of the abolition of the martial law in the meeting with the RA Prime Minister and has been a promise, a guarantee in terms of politics that in what period it would be abolished?”.

“I have not negotiated with the Prime Minister on the abolition of the martial law, because, as an MP I consider it in the authority of the parliament,” Marukyan explained. He clarified that they have negotiated on the solution around the political issue and snap elections. “If we have a consensus around it, the martial law is the subject of it and should be abolished,” the head of the faction said.

According to the member of the NA Standing Committee on Defense and Security Armen Khachatryan, the viewpoint that the martial law is maintained for political reasons is unacceptable. “They cannot be for political reasons, because the key rights of the citizens are not restricted. The best example of it is the Baghrayan Avenue, Demirchyan street etc. People have not any restriction for doing rallies, demonstrations and meetings,” Khachatryan proved.

He clarified that the committee proposed to leave it for the discussion of the competent bodies, due to the works directed to the reinforcement of the new borders of the RA, the military exercises being held in our country, in Azerbaijan and in Turkey. The discussion of the proposal and the abolition of the martial law are now acceptable for the deputy. “We have substantiated that the maintenance of the martial law has no political context,” Armen Khachatryan said as a response to the questions. He added that the martial law has not been abolished based on the issues of the security maintenance.
