Stimulation of the Birth Rate by Financial Support Highlighted

On October 3, the four-day sittings of RA NA began by approving the agendas of the four- day sittings and session, then the NA MPs by voting adopted 10 bills and 11 international treaties, discussed during the previous session.

The National Assembly discussed the draft law “On State Allowances” presented for the second reading by the RA Government and the MPs Artur Baghdasaryan, Samvel Balasanyan, Galust Sahakyan and Levon Mkrtchyan. The main speaker Aghvan Vardanyan, RA Minister of Labor and Social Issues, informed that the draft after the first reading by the registration of the fulfilled proposals was approved, at the same time reminding that the provisions of the formerly presented draft “On State Support of the Big Families,” by the co-author MPs, the RA Government, have adopted and by the mutual agreement it was included in the united draft.

The MP Mnatsakan Petrosyan presented the positive viewpoint of the NA Standing Committee of Social Affairs, Health Care and Environment, informing that the Committee concerning the draft law 12 proposals has been done, of which only one hasn’t been adopted.

NA deputy Mher Shahgeldyan and Samvel Balasanyan, presenting the viewpoint of “Rule of Law” faction head of the faction, highly estimated the draft law in the sense of the national insurance and development, because its role is great in connection of raising the birth rate and strengthening young families.

Viktor Dallakyan, Secretary of “Justice” faction noted that the amount of the family allowance is little and suggested raising it not only some thousand drams, but reach it till 70% of the minimal basket of social welfare.

In the opinion of the NA President Artur Baghdasaryan, the adopting laws concerning the social sphere should be of political priority. Mr. Baghdasaryan expressed concern for the demographic situation in Armenia, for the low level of birth rate and ensured that one of the priority problems of the state should be the stimulation of the birth rate by financial support. The debating draft law envisages allowances in case of child’s birth, allowances of child’s care up to two, define a lump-sum for the first class, the amount of which should gradually add in parallel with the development of the country. According to the speaker, the most important thing is the hope, to which steps should be made and the amount can be found fighting against the corruption and illegality. Mr. Baghdasaryan suggested that presented wrong information for getting social allowance, don’t pay not only 6 months, but to create an opportunity, that the social worker should immediately correct, remind the representative of the beneficial family about the mistake, then use the appropriate provision.

In his final speech Aghvan Vardanyan, Minister of Labor and Social Affairs to Mr. Baghdasaryan’s proposal assured that such relations should be regulated with the appropriate decision of the government. He also informed that it is envisaged 35.000 drams in case one of child’s birth and in case of being birth in the needy family adds by 35.000 drams, for the first grade is given 20.000 drams, which gradually will raise in case of economic growth of the country.

Karen Matevosyan, the Deputy Chairman of the Customs State Committee adjunct to RA Government, presented the draft law “On Making Amendments and Addenda to the RA Criminal Code.”

The draft law “On Making Amendments and Addenda ‘On Order of Conducting Meetings, Rallies, Marches and Demonstrations,’” submitted by the MPs Tigran Torosyan and Ararat Malkhasyan was also debated.

The viewpoint of “Justice” faction, concerning this issue, presented Victor Dallakyan, suggesting to put off the two provisions of the draft, by the first of which the plenipotentiary body can forbid the organizing public measures on such a distance from the RA President’s residence, which police can find necessary by the considerations of safety, by the second one can limit the peaceful march without terms. By the estimation of Mr. Dallakyan, with these approaches was put the prohibition on the provision of organizing marches and demonstrations envisaged by the Constitution.

It was discussed the draft law “On Making Amendments and Addenda ‘On the Citizens not Passed the Compulsory Military Service by the Violation of the Defined Order,” submitted by the MPs Vahan Hovhannisyan, Hrayr Karapetyan, Aramayis Grigoryan, Levon Mkrtchyan and Mher Shahgeldyan. A number of provisions of the draft law were reconciled the requirements of RA Law “On Compulsory Service.”

The MPs debated the draft laws submitted to the second reading “On Making Amendments and Addenda to the RA Law ‘On Remuneration of Civil Servants’”, “On Making Amendments and Addenda to the RA Law ‘On Regulation of Securities Market’”, “On Social Support”, “On Obligatory Social Security in Case of Temporary Incapability”, “On State Regulation of the Protection of Technical Security,” “On the Social Protection in Case of the People’s Employment and Unemployment,” “RA Forest Code,” “On Veterinary,” “On Making Addendum ‘On Value Added Tax’”, submitted to the third reading “On Obligatory Copy of Documents”, “On Making Addenda and Amendments the RA Civil Code.”

The National Assembly will continue the work of the four-day sittings on October 4.
