The State Attention With Respect to War Veterans Highlighted

On October 5, the parliament continued debating the draft law of RA “On Medicines,” the previous day presented for the first reading.

Norayr Davidyan, Healthcare Minister, in his final speech underscored that the Ministry of Healthcare and the government should define state supervising in the medicine sphere for the solution and regulation problems of that sphere. According to Mr. Davidyan, the draft law after adopting in the first reading, all the presented proposals and remarks should be discussed and should be put in the draft law.

The draft law “On Making Amendment to the RA Law ‘On Civil Service,”’ submitted by the MPs Samvel Balasanyan and Hovhannes Margaryan, in the first reading presented Hovhannes Margaryan.

Rafik Petrosyan, the Chairman of the Standing Committee on State and Social Affairs, stated in his co-report that the draft law clarified the process of the civil servant’s removing of the work, so that speculations of the legislative provisions won’t take place.

By the observation of Mher Shahgeldyan, the Chairman of the Standing Committee on Defense, National Security and Internal Affairs, the legislative initiative isn’t extensive, but very important for regulating civil servant’s rights. Mr. Shahgeldyan highlighted the civil servants’ protection.

The MP Hovhannes Margaryan in his final speech highlighted the civil servant’s legislative protection for the country and for the people being on the way of democracy. He reminded that the draft law has been discussed with the participation of NGOs, professional experts of the civil service institution.

Aghvan Vardanyan, the RA Minister of Labor and Social Issues presented the government submitted draft law “On Amending the RA Law ‘On Great Patriotic War Veterans.’” The minister informed that it is envisaged to reach the honor payment from 4.500 drams to 10.000 drams.

Vram Giurzadyan, member of the NA Standing Committee on Social Affairs, Healthcare and Environment presented the endorsement of the Committee about the draft law.

In his extraordinary speech the NA President Artur Baghdasaryan highlighted the initiative of raising the honor payments, underscoring that it’s unnecessary go by limiting the powers of the National Assembly, when by the process of the constitutional amendments the powers of the NA are increased. Artur Baghdasaryan considers that they should work jointly and find more favorable solutions for solving the problem: the size of the honor payment should be regulated by law.

Having the same opinion with the NA President Artur Baghdasaryan, Viktor Dallakyan, Secretary of “Justice” faction, considering that the relations regulated by law, shouldn’t be taken to the sub-legislative sphere.

Mher Shahgeldyan, member of “Rule of Law” faction presenting the viewpoint of the faction, highlighted the legislative affirmation of the honor payments, so that later there aren’t been changes with the development of the economy. According to Mr. Shahgeldyan, it’s necessary to find mechanisms of social support in order to ensure the continuation. Mher Shahgeldyan stated that the veterans’ social protection, the problems of respect have been in the center of the attention of “Rule of Law.”

The government-submitted draft laws “On Making Amendments and Addenda to the RA Law ‘On Banks and Bank Activity,’” “On Making Addenda to the RA Law ‘On Bank Secrecy,”’ “On Making Amendment and Addendum to the Civil Code” “On Making Addendum to the RA Law ‘On Accounting’, “On Making Addendum to the RA Law ‘On Limited Liability Companies (Ltd)’ in the first reading presented Tigran Sargsyan, Chairman of the RA Central Bank.

The endorsement of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs presented Gagik Melikyan. He stated that the draft law promotes the clarity of the principles of the corporative governing.

It was debated in the second reading procedure the draft law “On Making Amendments and Addenda to the RA Law ‘On the Citizens Not Passed the Compulsory Military Service by the Violation of the Defined Order,”’ and in the third reading procedure the draft law “On the Social Protection in Case of the Peoples’ Employment and Unemployment,” “On Obligatory Social Security in Case of Temporary Incapability”, “On Making Amendments and Addenda to the RA Labor Code”, “On Making Addendum to the RA Law ‘On Tax Service”’, “On State Regulation of the Protection of Technical Security,” “ On Veterinary,” “On Making Amendments to the RA Law ‘On Agrarian State Inspectorates,’” “On State Allowances,” “On Social Assistance,” “RA Forest Code.”

The National Assembly also debated the agreements “On the Stimulation and Protection of the Investments Between the Republic of Armenia and Agency for International Development OPEC Fund” signed in Vienna on February 23, 2005, and the agreements of the Economic Development Rural Territories Loan Program between RA and International Development OPEC fund between the Republic of Armenia and Agency for International Development, signed in Vienna on April 21, 2005, which presented Davit Lokyan, Minister of Agriculture.

The NA President was interested in the programs of the Ministry of Agriculture in the marzes, by this program, concretely, how many farms can be created or financed and can the credit program promote stimulation of the export. Davit Lokyan, Minister of Agriculture answered that according to the observations, in the countries having small territory, in the agricultural sphere the small and medium enterprises are more stable. The Minister noted that in our country in the economic sphere the main power had affirmed in two-three marzes.

The final NA sitting was the deputies-government question- and- answer, as prescribed by the Rules of Procedure. The work of the NA four-day sittings will continue on October 6.
