Legislative Package on Designing Amendments and Addenda to RA Criminal Code and Enclosed Laws Endorsed

On April 28, the extraordinary sitting of the NA Standing Committee on State and Legal Affairs chaired by Vladimir Vardanyan was held. One item was included in the agenda – the debate in the second reading of the legislative package on Making Amendments and Addenda to the RA Criminal Code, on Making Amendments and Addenda to the RA Code on Administrative Offenses and on Making Addendum to the RA Law on Citizenship authored by the NA deputy Vahagn Hovakimyan.

The key rapporteur stated that the Government presented proposals of technical character which were accepted.

According to Vahagn Hovakimyan, the provision was removed from the legislative package which proposed to define a criminal responsibility for publishing fake information related to the candidate or the faction (Alliance of Parties) taking part in the elections when the action was done for mercenary ends by a group of people or an organized group.

The deputy Nikolay Baghdasaryan was interested in the reasons on removing the provision, in response to that it was noted that the RA President did not recently sign such draft law and send to the Constitutional Court. Therefore, it was possible that the existence of the above-mentioned provision would also postpone the process of coming into force of the legislative package.

The co-rapporteur Arusyak Julhakyan proposed her colleagues to vote for the package of the draft laws.

The Deputy Minister of Justice Armen Hovhannisyan, presenting the position of the Government, has mentioned that he has no proposals: the presented proposals were accepted.

The committee endorsed the legislative package revised by the Government and the authors’ proposals.
