At May 5 extraordinary sitting of the RA NA Standing Committee on Defense and Security moderated Andranik Kocharyan, the draft law on Granting Pardon the Persons, Who Avoided Compulsory Military or Alternative Service, Regular Conscription, Training Camp or Mobilization Conscription in the second reading.

The key rapporteur, the RA Deputy Minister of Justice Armen Hovhannisyan presented the revised version of the draft law. The proposing amendment will regulate the relations regarding the declaration of granting pardon to the citizens who are 27-year-old privates and 35-year-old reserve officers who avoided compulsory military or alternative service the persons who are suspected, accused or convicted of committing a crime pursuant to not only Article 327.1, but also 3 of the RA Criminal Code.

The pardon will not be applied to those who are in search before the law comes into force, except the persons, who until 31 December 2021 personally voluntarily will appear in criminal prosecution bodies or in the court, if the case is in the court proceedings.

Armen Hovhannisyan also presented statistical data. According to the data existing in the operative information card system of May 4, pursuant to Article 327.1 of the RA Criminal Code 5433 persons, who became 27 by 4 May 2021, are in search.5122 persons out of them became 27 by 26 September 2020. 262 persons were convicted, and 6 out of them are not released at present. Pursuant to Article 327.3 of the RA Criminal Code, there are no persons convicted or in search, and 140 criminal cases are at the phase of pre-examination.

The deputy Nikolay Baghdasaryan has noted that they have received letters from numerous citizens being abroad, who welcome the legislative initiative.

The co-speaker Andranik Kocharyan highlighted the decision of giving positive message and beginning national consolidation process.
