Principles of State Policy of Cinematography Sphere Specified

At May 7 sitting, the draft law on Cinematography authored by the NA deputies Mkhitar Hayrapetyan, Anna Kostanyan, Artur Manukyan and Arman Yeghoyan and the legislative package designing amendments and addenda to Administrative Offences and Tax Codes were debated in the first reading. According to Anna Kostanyan, the adoption of the draft laws will be a new impetus for the development of the cinematography. The goal is to specify the principles of the state body of the cinematography sphere, the authorities of the state government body and the national body, the main rules of film production, the film showing, rent, the preservation and statistical accounting, the creation of the allocation fulfilment and favourable conditions for making national films and advancement. During the showing of the national films by the broadcasters with the proposing regulations privilege of the exempt from the profit tax on the incomes received from the sale of the installed advertising and the tickets of the national film showing in the cinema. As Anna Kostanyan has assessed, it will not have a negative impact on the state budget. The ten percent out of the eighteen non-paid profit tax will be allocated to the creation of the national films, the eight percent will remain under the ownership of the broadcaster or the cinema directorate. The additional value created by the filmmakers with that amount of money will be again taxed. Extra-budgetary account will not be opened and the state means will not be entered here.

Presenting the endorsement of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport, the deputy Artur Manukyan touched upon the importance of the public importance of the cinema in the whole world and the state support in the cinematography sphere.

As the Deputy Minister of Education, Science, Culture and Sport Arayik Khzmalyan has assessed, the sphere of cinema needs reforms, and this draft law has a message aimed at the implementation of those reforms. He noted that some provisions of the bill would still be debated.

In their speeches the NA Deputy Speaker Alen Simonyan, the deputies Artak Manukyan, Artur Manukyan, Arman Yeghoyan, Lilit Makunts, Arman Babajanyan, Shirak Torosyan and Mkhitar Hayrapetyan referred to the steps to be taken to the development of the cinema, the providing subsidies, the legislative controversial paragraphs of the draft law, particularly the expediency of giving tax privilege. The MPs mainly were for the adoption of the initiative.

At the end of the day the parliament by voting passed the debated initiatives. Covering the agenda, the National Assembly ended the work of the regular sittings.
