On June 4, the joint sitting of the NA Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs was held.
The RA Chief of Staff, Secretary General Arnak Avetisyan presented the execution of the revenues and expenditures of the parliament staff – the annual report on the RA State Budget Execution for 2020.
The specified, approved budget of the National Assembly in 2020 was 6.69bln AMD. Certain redistributions were carried out conditioned by the pandemic, martial law, as well as the regular activities of the Staff be relevant decisions of the Government.
The National Assembly re-distributed about 846mln AMD reserve fund of the Government at the expense of the allocations for 2020. 14.2mln AMD was allocated to the National Assembly from the reserve fun of the Government. As a result, the NA specified budget was 5.2bln AMD for the implementation of 6 events, and the factual expenditure is 4.7bln AMD. In 2020 1.3Bln AMD was returned to the state budget. The executive sheet of the National Assembly was 90.0%, and its comparatively low index is conditioned by the pandemic, in the almost absence of the visits, receptions of the delegations, business trips and representation expenditures.
In 2020, it was designed to hold 259 regular and extraordinary sittings of the Committees, in fact 215 were held. 296 sittings were held instead of 367 sittings designed by the factions. 10 parliamentary hearings were held instead of 17, and 13 briefings were held instead of 17.
In terms of qualitative indices growth has been recorded. The number of the draft laws and international treaties put into circulation has been designed 270, in fact 381 draft laws and international treaties were in circulation. 722 laws and NA decisions were adopted instead of designed 380. The number of mutual visits of the official delegations has been 9 instead of 36. The assistance events to the participation of the international organizations’ sessions and the committee sittings have been 12 instead of 108.
A big growth has been registered among the parliamentary official website users. We had 1.6mln users instead of designed 818.
In terms of the technical refurbishment improvement we also have results. It has been envisaged to receive 252 computers, but 202 have been received. 237 office items have been received instead of 338.
During 2020, 7 office cars have been reduced, and the use of the fuel – by 9%. Independent financial audit has been done.
85 computers have been allocated to the educational institutions of the distant regions with the assistance of the National Assembly and the Ministry of Education, Science, Culture and Sport.
In terms of providing the NA regular activities a number of works have been done. In the Session Hall ventilation system management block has been installed, 34.6mln AMD has been spent for exterior lighting works of the NA building.
Answering to the deputies’ questions, the Secretary General presented clarifications on the savings for representation expenditures and the specified budget.
