At June 30 extraordinary session, the parliament debated in the first reading the draft law on Making Addendum to the law on Urban Development authored by the deputy Artak Manukyan.
According to the key speaker, the experience existing for the use of technical control procedures of the quality towards the construction. An opportunity will be given with proposing amendments to make stricter the control procedures in terms of standard maintenance. According to the draft law, the contractor organization should complete the territory of the construction site with video cameras in its own expenses, which would video shoot the whole construction site for 24 hours, including all kinds of buildings being constructed on it, and accessibility should be given to those video cameras, as well as the registered users. In case of the draft law adoption, the use of the video control monitoring and complete video shooting will give an opportunity to fully ensure the state inspection control towards the urban development activities being implemented in the construction sites, also promoting the public control. It will make possible to gradually turn to the electronic system, also reducing the possible corruption risks in the existing document circulation structural orders.
The Deputy Chairman of the RA Urban Development Committee Davit Grigoryan, presenting the endorsement of the executive body on the draft law noted that a number of debates were held on the theme, and mainly positive responses were received. He underlined that as a result of the draft law adoption, we’d have new criteria for the formation of modern construction culture.
