The Armenian National Council represented the composition of the Government of Armenia:
“Prime Minister, Speaker – Hovhannes Kajaznuni
Minister of Foreign Affairs – Alexander Khatisian
Minister of Internal Affairs – Aram Manukian
Military Minister – General Hovhannes Hakhverdian
Minister of Finance – Khachatur Karchikian
Minister of Justice – vacant
In the absence of Alexander Khatisian, the position of the Foreign Minister will be held by the Prime Minister, Speaker.
Khachatur Karchikian will temporarily be the Minister of Justice.”
