At September 14 sitting, the National Assembly debated the issue of the election for candidate of the Court of Cassation Judge.

Let us remind that the Supreme Judicial Council (SJC) nominated Hovsep Bedevyan, Hrach Ayvazyan and Liana Hakobyan as candidates for the vacant position of the judge of the Civil and Administrative Chamber of the Court of Cassation.

SJC Acting Chairman Gagik Jhangiryan presented the biographical data, professional skills and the working path of the candidate of the Court of Cassation Hovsep Bedevyan.

Hovsep Bedevyan spoke about the role and significance of the judicial power, the principles of the power separation, the peculiarities of the legislative, executive and judicial power, presented his vision on the efficiency of the Court of Cassation activities and touched upon the administrative justice problems.

According to the candidate, in the system of the authorities’ separation the judicial power has a distinct role: it is a factor balancing the legislative and executive body. Hovsep Bedevyan underlined that the creation of the specialized administrative courts was an important step in terms of the rise of justice system efficiency, but this process has no finished and final look until today. To his conviction, in case of the creation of a separate Administrative Chamber we can unload the Court of Cassation and provide effective examination. Affirming that there is no ideal judicial system in any state, the candidate has noted that the formation of the judicial system enjoying high level of trust is not a utopist idea: in this issue the supreme judicial instance should have weighty role which does not have the right to make a mistake.

Touching upon the possible structural reforms, Hovsep Bedevyan expressed conviction that the Administrative Chamber to be formed should fill in today’s existing gap in the same kind of application of the laws on administrative cases and other normative legal acts through working out right orienting precedental practice to non-contradicting and subordinate courts.
