Parliament Debates Proposed Amendments to Law on Financial Equalization

On October 5, at the regular sitting of the National Assembly, the draft law on Amending the Law on Financial Equalization authored by the Government was debated in the first reading.

According to the main rapporteur, the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan, it is proposed to extend the term of the implementation of the law on Financial Equalization adopted still in 2016 to 2024. The main purpose of the draft is to extend the regulations of the current law. As the key rapporteur has said, the policy implemented in the field is aimed at the financial equalization of the communities and the proportional socio-economic development.

The rapporteur answered the questions related to the administrative-territorial amendments, the impact of the legislative initiative in the communities, the calculations of earnings capacities of the communities and the unconstitutionality of the enlargement process launched from 2016.

The co-rapporteur, the member of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Sergey Movsisyan presented the endorsement of the Head Committee, calling on to vote for the legislative initiative.

In their speeches, the deputies referred to the Law on Administrative-Territorial Division .

During his speech on behalf of the RA NA With Honor Faction, the Secretary of the faction Hayk Mamijanyan has noted that the long-debated law on Administrative-Territorial Division has nothing to do with the international relations and the RA external borders.

During his speech on behalf of the RA NA Civil Contract Faction, Vladimir Vardanyan touched upon the inadmissible consequences of deviating from the agenda, suggesting to stop the discussions on the borders full of dangerous consequences.

In his final speech, Vache Terteryan referred to the voiced observations.

As a result of voting, the initiative was passed in the first reading.
