On November 19-20, the delegation headed by Artur Baghdasaryan has been to the RF Kaliningrad Region. On November 19, RA NA President Artur Baghdasaryan met Vladimir Nikitin, Chairman of the Kaliningrad Region Duma (Parliament) and the deputies of the Duma. Mr. Nikitin, welcoming the first top officials from Armenia, told them about the amendments of the legislative and executive authorities of the Region, about the social economic condition of the Region. It was noted that the Oblast was declared as a free economic zone and it gives good prospects of development, the cooperation with Lithuania, Poland, German is developed. The great part of the enterprises is privatized, the oil industry, mechanical engineering and food industry are well developed. By his request, RA NA President Artur Baghdasaryan told them about the reforms taking place in Armenia. During the meeting concrete spheres of cooperation were specified.

RA NA President Artur Baghdasaryan, during the meeting with Georgy Boos, Governor of the Kaliningrad Region and the members of the government, highlighted the establishment of ties between the regions of Armenia and RF, and the establishment of business ties between the regions of Armenia and Kaliningrad. The issues of holding a business forum of two countries was discussed, during which, there will be not only an exchange of legislative and information experience but also practical agreements will be signed, noted the Governor of the Kaliningrad Region, Georgy Boos. By the invitation of NA President Artur Baghdasaryan, the delegation headed by Mr. Boos, will be in Armenia, according to the preliminary agreement, in spring of 2006.

During the meeting with the members of the Armenian regional national-cultural of Kaliningrad the Armenians living in Kaliningrad, presented the life of the Armenian community, having nearly 15000 members in the city of Kaliningrad and the region. The Armenians appeared in the region already in the 80s, many of them have Russian citizenship or temporary permit of residence. Political, economic, scientific and cultural life of the region was presented, noted Felix Gevorgyan.

NA President Artur Baghdasaryan told the compatriots about the life of Armenia, answered their questions. The Governor of Kaliningrad Georgy Boos noted that the Armenian regional national-cultural autonomy is of great importance.The citizenship problem of the Armenians having passport problems caused due to deportation from Azerbaijan was discussed. It was noted that they are 5000-7000 according to different calculations. Mr. Boos promised to promote in that issue. The opening of Yerevan-Kaliningrad charter was also discussed, which will promote the activation of ties and can be a bridge also for neighboring countries and Armenia.

On November 20, the delegation in Kaliningrad put wreaths to the memorial of Nelson Stepanian, the hero of the Soviet Union. The members of the delegation also had been in the Armenian Sunday school and the construction site of the Armenian spiritual-cultural center.
