Law on Procurement Is Being Improved
1 / 1

At November 16 third sitting, the National Assembly should debate the NA draft decision on holding an urgent debate being of a public interest on the issues of finding out the fate of prisoners of war, hostages, missing persons, other detainees and returning them to their homeland. It was not debated, because the key rapporteur did not participate in the NA sitting. The NA Vice President Hakob Arshakyan informed that the debate of the item was removed from the agenda of the NA regular sittings.

The draft law on Making Amendments and Addenda to the Law on Procurement was debated in the first reading with the enclosed package. According to the RA Deputy Minister of Finance Avag Avanesyan, it is planned to regulate two issues. The amendment will increase the independence of the appeal mechanism of the procurement process, and only stakeholders will have an opportunity to appeal.

The second regulated issue is the plan of the implementation conditions of the alternative procurement arrangements submitted by the World Bank in the RA Law on Procurement and in case of their approval, an opportunity will be created to carry out procurement by the national legislation within the framework of the new programmes.

The NA Standing Committee on Economic Affairs endorsed the package.
