At January 19 sitting, the parliament debated in the first reading the draft law on Making Addendum to the Law On Narcotic Drugs and Psychotropic Substances authored by the deputies Narek Zeynalyan, Lusine Badalyan, Hrachya Hakobyan, Emma Palyan and Hripsime Hunanyan.
As the Committee Chair Narek Zeynalyan has presented, according to the law in force, license is designed for carrying out examinations using narcotic drugs and psychotropic substances. Exceptions are outlines for the relevant sub-divisions of the State Non-Commercial Organizations (SNCO) and Police functioning under the subordination of the Ministries of Health and Justice. Narek Zeynalyan noted that the National Bureau of Examinations of the RA National Academy of Sciences SNCO was out of the list of the mentioned exceptions. It is proposed to remove the SNCO being under the subordination of the Ministries of Justice and Health, leaving only the relevant sub-division of Police, as it is a control body.
The co-rapporteur, the member of the Standing Committee on Health Care Emma Palyan presented the endorsement of the Head Committee on the draft law and called on her colleagues to vote for it.
The representative of the Government, the RA First Deputy Minister of Health Lena Nanushyan noted that the draft law was debated in the Government, as well as with the stake holders and was endorsed.
