Committee Debates Proposed Amendment to Law on Minimum Monthly Salary

On February 7, the RA NA Standing Committee on Labor and Social Affairs convened the regular sitting. The item on giving conclusion in the draft law on Amending the RA Law on Minimum Monthly Salary authored by the Armenia Faction was on the agenda.

According to the key rapporteur, the deputy of the Armenia Faction Aghvan Vardanyan, it is proposed to increase the amount of the minimum monthly salary from 68.000 AMD to 100.000 AMD.

The deputy has noted that the proposal is based on a number of socio-economic justifications, in particular, the data related to the consumer basket, according to which, it was 70.000 AMD in 2021.

The Co-rapporteur, the RA Deputy Minister of Labor and Social Affairs Ruben Sargsyan presented the opinion of the Government on the draft.

As stated by the Deputy Minister, according to the Government programme 2021-2026, the executive body will take steps to set the minimum salary in the amount of 85.000 AMD by 2026. The continuous increase of the minimum monthly salary will be ensured, taking into account the macroeconomic indicators of the country. Ruben Sargsyan also stated that in case of the adoption of the draft, the minimum salary in the RA will be about 50% of the average salary, which, according to him, is quite high and may have the opposite impact on economic development. Therefore, the Government proposed to leave the article of the current law unchanged.

According to the Chair of the NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan, the draft law needs to be revised. The Committee Chair has underlined that the draft law should be presented with the package, because it contradicts a number of laws.

As a result of voting, the Committee did not endorse the draft.

The Committee also approved the 2022 annual schedule of organizing the reception of citizens in the RA NA Stranding Committee on Labor and Social Affairs.
