On February 9, the National Assembly continued the work of the regular sittings. The parliament by voting the draft laws debated on the previous day. The draft law on Amending the RA Code on Administrative Offences authored by the NA Armenia Faction was not accepted.
Afterwards the debate of the package of the draft laws on Making Amendments and Addenda to the Constitutional Law the RA Judicial Code, on Making Addenda to the Addenda in the RA Criminal Procedure Code was continued, 2hich was interrupted at the phase of the speeches.
The Secretary of the NA Armenia Faction Artsvik Minasyan gave a speech on behalf of the Faction. The deputy proposed his colleagues to take back the legislative package, organize specialized discussions and refuse from the proposing amendments. “As a result of amendment, five members of the Supreme Judicial Council can make a decision and send any judge to the field of the criminal persecution,” Artsvik Minasyan noted.
The Chair of the Standing Committee on State and Legal Affairs Vladimir Vardanyan presented the viewpoint of the NA Civil Contract Faction. Touching upon his opposition colleagues’ claim that as a result of amendments, the judge will be undergone to criminal responsibility, has underlined that to begin a criminal persecution first, availability of a criminal case is necessary, as well as the Prosecutor General shall present relevant substantiations, and corresponding solutions are necessary for disciplinary responsibility.
In their concluding speeches co-rapporteurs, the NA deputy Artur Davtyan, the RA Deputy Minister of Justice Grigor Minasyan and the key rapporteur, the Chair of the Standing Committee on State and Legal Affairs Vladimir Vardanyan answered to the deputies’ questions and gave clarifications.
