On February 21, the open discussion of the Inquiry Committee for Studying the Circumstances of the Hostilities Unleashed on September 27, 2020 moderated by Andranik Kocharyan was held.
The Chairman of the Inquiry Committee introduced to the attendees the procedure of the discussions behind the door and presented the working plans.
He highlighted the circumstance that the members delegated by the relatives of the fallen, independent advisors Artak Gasparyan and Garik Mkhitaryan would take part in the works.
Andranik Kocharyan also underlined the importance of the participation of the former commander of the Defense Army, Major General Samvel Babayan as an independent advisor.
Noting that the work of the Committee will be voluminous and inclusive, Andranik Kocharyan said: “If necessary, anyone will be invited to the Committee to give clarifications.” He also informed that the sittings will be taken video and archivalized.
“Many try to politicize this theme, to say that they do not want to come, the Committee is not legitimate. No, it is legitimate from the beginning, as this is a constitutional demand. Moreover, it is much more legitimate, because the delegated members of the relatives of those fallen will participate in the works of our Committee for the first time,” Andranik Kocharyan said.
At certain intervals, the Chair of the Committee, with the permission of the members, will present some information to the journalists. He has underlined that the law on State Secret will work in full.
“It is difficult to say when we will reach a conclusion, but the conclusion should be as perfect as possible. As a result of the work of the Inquiry Committee on Studying Circumstances of April War, we came to a conclusion, but the main dissatisfaction was that the conclusion was inaccessible to the public, but it was available to the state institutions. And I think that after some time, it will be also available to the public,” Kocharyan said.
Referring to the statement of the former Chief of the General Staff of the RA Armed Forces, the former Chief of the MoD Military Control Service, the Colonel-General Movses Hakobyan that he is not going to attend the sittings of the Committee, Andranik Kocharyan has noted that Hakobyan will have time to take back his statement.
Then the working discussion continued behind closed doors.
