At February 24 regular sitting, chaired by Vahe Hakobyan, the NA Standing Committee on Economic Affairs debated in the first reading the draft law on Making Addendum to the Law on Procurement authored by the NA deputy of the Armenia Faction Aghvan Vardanyan.
According to the substantiation, the existence of the draft is conditioned by the elimination of the existing misunderstandings in Article 23.1 of the Law on Procurement and the limitation of corruption risks as much as possible.
The position of the Government on the draft was not positive. “The draft is very risky,” the Deputy Minister of Finance Avag Avanesyan said. Many deputies also saw problems in the draft.
The Deputy Chair of the Committee Babken Tunyan proposed to take back the draft and work together with the Government. The Committee Chair Vahe Hakobyan suggested moving the discussion to the NA plenary session hall, which the Committee members did not accept.
The author of the draft law Aghvan Vardanyan did not accept Babken Tunyan’s proposal.
As a result of voting, the draft law was not endorsed.
