It is Proposed to Make Amendments to Law on Treatment of Arrestees and Detainees

On February 28, at the sitting moderated by Vladimir Vardanyan the RA NA Standing Committee on State and Legal Affairs debated the draft law on Amending the law on Treatment of Arrestees and Detainees authored by the NA deputy Aram Vardevanyan.

It is proposed by the initiative to give the power of setting the entry and exit order of holding the arrestees and the detainees to the head of the state administration authorized body.

The RA President, the RA NA President, the RA Prime Minister, the RA CC President, the Chairman of the RA Court of Cassation, the head of authorized body of the state administration or its relevant Head have the right to see the arrestees or the detainees, as well to enter and to exit in unobstructed manner to prison without special permission or elimination of restrictions stipulated by the RA Criminal Procedure Code.

The author has noted that the main goal of the initiative is also to allow the NA deputy without special permission, to visit in unobstructed manner the arrestees and the detainees.

The RA Deputy Minister of Justice Arpine Sargsyan has informed that the conclusion of the Government is negative.

The Chair of the Standing Committee proposed to vote against the bill.

It has been noted that all the problems connected with visiting the arrestees and detainees of the high ranking officials. He also documented that similar draft laws were still presented from 2016.

The opposition deputies were for the draft laws, and the representatives of the parliamentary majority were against it.

As a result of voting, the key rapporteur proposed to revise the draft law, to put under voting the revised version, and the Committee members agreed.

The voting of the draft law was postponed for two months.
