Parliament Begins Debate of Agenda Items

On March 1, the RA National Assembly began the work of the regular sittings with a debate to include the items that were not endorsed in the Head Committees in the agenda of the session.

The legislative package on Making Addenda to the Law on State Pensions and on Making Addendum to the Law on State Benefits authored by the NA Armenia Faction was debated.

According to the rapporteur Aghvan Vardanyan, the faction proposes to index labor and military pensions every year, as about 7% inflation is annually registered, and especially the prices of food products are rising.

The Chair of the NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan clarified the reasons for not endorsing the package. It was noted that the approach to defining the indexation procedure is problematic for a number of reasons. Based on that, it was proposed to the author to revise the initiative. The proposal was not accepted by the author.

The draft law, which proposes to make addenda to the Law on State Pensions, also was not endorsed.

The Chair of the NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan presented the reasons for not endorsing the draft law.

The legislative package on Making Addenda to the Law on State Pensions authored by Aghvan Vardanyan, as well as the draft law on Making Addendum to the Law on Procurement were also debated.

Next, the draft law on Making Addendum to the Law on Holidays and Memorial Days of the Republic of Armenia was debated. The author of the draft law is the deputy of the NA Armenia Faction Aregnaz Manukyan. The author proposes to establish a Memorial Day for the victims of the massacre of peaceful population of Maragha village in the Law on RA Holidays and Memorial Days, to honour the memory of the victims and to assess the criminal act against humanity and universal values. It is proposed to establish the day of the attack of the Azerbaijani troops on Maragha - April 10, as a Memorial Day.

The Chair of the NA Standing Committee on State and Legal Affairs Vladimir Vardanyan presented the position of the Committee, noting the reasons for the rejection.

He emphasized that the Maragha massacres are condemnable, however there are not the only ones: it is just a link in a big chain, which proves the anti-Armenian policy pursued and being pursued by Azerbaijan. “Yes, we should have memorial days, but if we are guided by the principle that any event took place in history of Armenia should become a Memorial Day in the law, then we will have a situation when we have one Memorial Day every day,” the Committee Chair said.

As a result of voting, the above-mentioned initiatives were not included in the agenda of the session.

The draft of the NA statement on ratification of Shushi Declaration by parliaments of Azerbaijan and Turkey authored by the NA Armenia Faction was also not included in the agenda of the session.
