At March 15 joint sitting, moderated by the Gevorg Papoyan and Narek Zeynalyan, the RA NA Standing Committees on Financial-Credit and Budgetary Affairs and on Health Care debated the current conclusion of the RA Audit Chamber (AC) on the Audit Results of the State Budget Nine-Month Execution for 2021 in the RA Ministry of Health.
The key rapporteur, the Head of the Seventh Department of the RA Audit Chamber Khachik Papazyan noted that during the financial period the Ministry of Health implemented 15 budgetary programmes, for which about 109bln AMD was designed, the factual payment was 95bln AMD.
8 events of 6 budgetary programmes were undergone auditing. As the speaker, assured the audit coverage was about 56.4bln AMD.
Afterwards Khachik Papazyan presented the disparities recorded by the AC. More, as well as less payment cases were recorded for the performance sheets of the medical services.
The Standing Committee on Health Care Narek Zeynalyan deemed unacceptable the registered overpayment of especially outpatient-polyclinic services, this in case, when the quantity of those making use of those services is distinct.
The co-rapporteur, the RA Deputy Minister of Health Armen Nazaryan informed that the clarifications submitted by the State Health Agency were not reached on technical reasons on the AC records.
The Deputy Head of the State Health Agency of the RA Ministry of Health Garush Ayvazyan touched upon the discrepancies registered in AC conclusion, in most cases denying them.
The Deputy Chair of the Standing Committee Artur Khachatryan considered inadmissible the fact that Minister of Health did not take part in the discussion. He proposed to postpone the sitting.
The Committee Chair Gevorg Papoyan expressed for proposal and give time to two departments to adjust the discrepancies recorded by both sides.
In his word, the Chairman of the RA Audit Chamber Atom Janjughazyan underlined the importance of giving meaning to such debates.
