Data on Speculations Are Not Recorded in Audit Documents: Gevorg Papoyan

On March 15, at the joint sitting of the NA Standing Committees on Financial-Credit and Budgetary Affairs and on Health Care the current conclusion of the RA Audit Chamber on audit results of the nine-month state budget execution for 2021 in the RA Ministry of Health was debated.

In his word, the RA Minister of Health Armen Nazaryan noted that the disagreements and clarifications presented by the State Health Agency on the audit results had not reached to the Audit Chamber on time due to technical reasons.

As the Audit Chamber was not familiar with the position of the Ministry, the Chair of the Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan proposed the attendees to postpone the sitting, give time to the two departments to debate the recorded discrepancy and the approaches from both sides on them.

On March 25, at the joint sitting of the same Standing Committees moderated by Gevorg Papoyan and Narek Zeynalyan the debate of the current conclusion of the RA Audit Chamber on audit results of the nine-month state budget execution for 2021 continued in the RA Ministry of Health.

According to the report of the Audit Chamber, during the reporting period the Ministry of Health implemented 15 budgetary programmes, and for that about 109 bln AMD were envisaged, the factual payment was 95 bln AMD.

8 events of 6 budgetary programmes were audited. The audit coverage was about 56.4 bln AMD.

More and less payment cases were recorded for the performances of the medical services.

In relation to this problem, the RA Minister of Health Anahit Avanesyan noted that the audit related to the nine-month performances, in case of annual summary most of the concerns connected with that problem would be dispelled.

The Minister of Health also noted that the monthly proportion is defined by dividing the annual sum on 12 months.

Anahit Avanesyan documented that the financing of the medical centres was implemented by the designed programmes.

The speaker answered to the deputies’ numerous questions, which related to the salary payment on time, the pandemic, the vaccinations, the bonuses, etc.

The Chairman of the Audit Chamber Atom Janjughazyan noted that all the data on the health sphere should be included in the Armed system, in order the auditors have the opportunity to compare them.

Anahit Avanesyan agreed with the Chairman of the Audit Chamber, noting the we should have the whole information data in the Armed system.

The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan noted that no data on speculations were recorded in the audit documents.

The Chair of the NA Standing Committee on Health Care Narek Zeynalyan referred to the financing problem of the polyclinics, considered important the payment of the medical workers’ salary on time.
