Seminar-Discussion Titled Spreading the Wings of Protection

On March 31, the Seminar symbolically titled Spreading the Wings of Protection was held in parliament within the framework of the EU Twinning project being jointly implemented with the RA National Assembly and the RA Ministry of Environment, and its main theme was the use of the RA-EU Comprehensive and Enhanced Partnership Agreement in the field of nature conservation.

The representatives from the legislative and the executive bodies, the European Union, the Ambassadors Extraordinary and Plenipotentiary accredited in Armenia, the representatives and the experts of the parliament’s staff took part in the Seminar.

Welcoming the participants of the project in parliament, the Secretary of the RA NA Civil Contract Faction Artur Hovhannisyan noted that due to the EU Twinning project an opportunity was given to discuss one of the most important challenges – the work being done in the solution of the environmental problems.

From December 2020, the EU Twinning project “Strengthening the capacity of the National Assembly of the Republic of Armenia to further support Comprehensive and Enhanced Partnership Agreement (CEPA) is carried out by the EU financing, within the framework of which considerable work have been done for training the employees of parliament and getting familiarized with the parliamentary experience of Greece.

Artur Hovhannisyan has also touched upon the cooperation with the Czech colleagues, noting that profile essential legislative reforms are expected.

“It is not a secret that the development of the partnership with the European Union is one the most important directions of the RA foreign policy, and in this context, our cooperation by the ratification of the EU-Armenia Comprehensive and Enhanced Partnership Agreement has turned to a new level with a new agenda of reforms and the programme of distinct actions. By this Agreement we have committed to actively cooperate in a number of important spheres, where among them the nature conservation is of cornerstone importance,” Artur Hovhannisyan said.

It was noted that by the CEPA prior importance was given to the nature conservation, protection and improvement and the restoration of quality, the protection of health care, the stable use of the natural resources and the regional or global environmental problems regarding the boosting of the measures being undertake at international level, which would greatly promote ensuring the long-term goal of the green economy and the sustainable development. According to Artur Hovhannisyan, the implementing projects are the priorities assumed by the ruling political team, which would have an essential impact on every citizen’s life quality. He highlighted the similar opportunities of the exchange of experience and expressed hope that the workshop would be a basis for new and firm relations.

The Deputy Chair of the RA NA Standing Committee on European Integration Meri Galstyan underlined the importance of the effective and successful use of the EU-Armenia Comprehensive and Enhanced Partnership Agreement in the predetermined all fields, particularly the integration of the national legislation in the field of the environment and the climate change and the harmonization to the EU directives.

She has stated that the policy of the nature protection of Armenia is based on the national legislation, fully in line with the obligations assumed by the ratified multilateral and European treaties. Presenting the priorities of the field, the MP highlighted the implementation of the projects aimed at raising the efficiency of the international institutional cooperation mechanisms.

Emphasizing the holding of similar seminars, discussions the RA Deputy Minister of Environment Anna Mazmanyan underscored that the necessity of the envisaging legislative amendments.

The Charge d’Affairs at the EU Delegation to Armenia Jan Plesinger, the Project Leader of the EU Twinning project “Strengthening the capacity of the National Assembly of the Republic of Armenia to further support CEPA oversight and implementation Eleni Kanellopoulou, the Ambassador Extraordinary and Plenipotentiary of Czechia to Armenia Bedřich Kopecký and the Head of the Greece-Armenia Friendship Group of the Hellenic Parliament Dimitris Markopoulos gave speeches.

The Czech MPs and specialists presented their experience of the directive implementation of the birds and nature of the European Union aimed at the protection of nature and biodiversity, the practical influence of the EU directives, as well as the importance of the EU Nature Laws.

The Chair of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Vahe Ghalumyan, the Chairperson of the Committee on Public Administration, Regional Development and the Environment Zbyněk Linhart of the Senate of the Czech Parliament and the Committee members took part in the Seminar.
