Having Electronic Notification System is Necessity in the 21st Century: Discussion in National Assembly

The state pays almost $1 for a paper notification of administrative and judicial acts, however, there are many cases when the paper letter does not reach the citizen, the citizen is not properly notified, and it may be the cause of negative legal consequences. The deputy of the National Assembly Armen Khachatryan informed about it during the discussion on having an electronic notification system initiated by him on April 4. Representatives from the executive body, the judiciary and the police took part in the discussion.

The deputy also stated that discussions on an electronic notification system started in 2018, however, due to the situation in the country, the discussions were postponed.

The Head of the Passport and Visa Department of the RA Police Ara Mkrtchyan, highlighting the need for an electronic notification, noted that the state has provided 700 million AMD for a paper notification during the last national elections, which, according to him, is an additional expense.

As the Director of the e-Governance infrastructure implementation agency Leonid Avetisyan informed, the ID solution is currently in operation and is still in development. There is also the E-citizen.am platform, the purpose of which is for the citizen to have full access to his/her personal data in one place. Registering on the website, the citizen is given an opportunity to constantly follow his/her personal data in the state databases and their use, get acquainted with the notifications published by the state bodies, subscribe to the e-mail information service on official notifications of certain legal entities or individuals.

According to Leonid Avetisyan, the platform is not used at the moment because of certain restrictions.

Participants agree that having an electronic notification system is a necessity in the 21st century. The process has started in the Government, the options of electronic notification are discussed.
