The legislative package directed to the development of the agriculture sphere was debated in the first reading at the visiting sitting of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection was held in Gyumri on April 6 was held.

The deputies of the NA Civil Contract Faction Khachatur Sukiasyan and Vagharshak Hakobyan propose to make addenda to the RA Land Code.

At present on the owner’s initiative in case of changing the expedient importance of the plot the owner pays to the community budget the existing difference of the cadastre costs of the plots at the moment of the change of the expedient importance. The exceptions are the cases, when the expedient importance of the plot changes for the construction of the farms of the greenhouse, livestock, fruits-vegetables refrigerating preservation, the farms cultivating agricultural product or fish breeding artificial ponds.

The authors propose also to add to the mentioned exceptions pools being built for irrigation, taking into consideration their importance in the development of a number of directions in the agriculture.

The Deputy Minister of Economy Arman Khojoyan presented the positive position of the Government on the draft law. According to him, the draft law will promote the solution of a series of problems recorded by the Ministry.

The Committee endorsed the deputies’ initiative.

The amendment to the RA Land Code submitted by the Government was debated in the second reading and debated.

It is proposed to simplify the process on expanding the plots belonging to the citizens or legal persons by the right of ownership.

During the visit the Committee had a series of meetings.

The visit to Gyumri has been held within the framework of the UN Development Project (UNDP) Modern Parliament for a Modern Armenia, which is implemented due to the support of the Swedish International Development and Cooperation Agency (SIDA).
