On April 12, a draft law aimed at the development of the agriculture sphere was debated in parliament. The deputies of the NA Civil Contract Faction Khachatur Sukiasyan and Vagharshak Hakobyan propose to make addenda to the RA Land Code.
Vagharshak Hakobyan said in his speech that by the given legislative initiative, in accordance with Article 7.8 of the Land Code, on the owner’s initiative in case of changing the expedient importance of the plot the owner pays to the community budget the existing difference of the cadastre costs of the plots at the moment of the change of the expedient importance, if the after the change of the expedient importance of the plot its cadastre cost is higher than before its change.
The exceptions are the cases, when the expedient importance of the plot changes for the construction of the farms of the greenhouse, livestock, fruits-vegetables refrigerating preservation, the farms cultivating agricultural product or fish breeding artificial ponds.
The draft law proposes also to add to the series of the mentioned exceptions the pools being built for irrigation.
The deputy Hovik Aghazaryan inquired the chief rapporteur if the land should be used for building a reservoir, then the cadastre difference is not paid, if there is a possibility for speculations. For example, 1 ha should be for the reservoir, but should be taken 3 ha as an adjacent structure, if then had taken into consideration this circumstance.
“We have taken into consideration your mentioned circumstance, which can be emerged. The amendment of this law leads to the decrease of those risks. We have discussed an idea, which perhaps will make a certain restriction during the period from the first to the second reading. The RA water resources are managed very badly, as a result of we have water lack. The law is aimed at solving the problems of the compatriots being engaged in the agriculture,” Vagharshak Hakobyan noted.
The NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection endorsed the draft law.
The initiative was debated in the first reading.
