The Regulations Are Directed to Protection of Trafficking Victims and Establishing Firmer Bases for Prevention: Zaruhi Batoyan

Three-year national programmes and schedules for their implementation will be accepted for effectively organizing the fight against human trafficking and exploitation in our country, which the Government will approve.

The main goal of the amendments and addenda to the RA Law on Human Trafficking and Identification of and Support to Persons Subjected to Trafficking in Human Beings and Exploitation is to identify some terms with the terms of the RA Criminal New Code, as well as add new provisions.

To effectively cover the fight against trafficking and exploitation the Minister of Education, Science, Culture and Sports will approve the regulation on holding the monthly journalistic awarding ceremony.

The Government also will set the minimum standards of providing dwelling to the victims and victims of special category, natural, psychological, advisory, legal assistance and care.

The Minister of Labor and Social Affairs will set the approval of the indicators for identifying the person as a victim or a special category victim by the Identification Committee, as the Identification Committee functions under the subordination of the Ministry.

The Deputy Minister of labor and Social Affairs Tatevik Stepanyan noted that after the first reading the Executive body presented a number of proposals, during the meetings beforehand they were debated in the Committee. The amendments were accepted.

In her co-speech the member of the Committee Zaruhi Batoyan has noted that all regulations are directed to establishing firmer bases for the protection of the trafficking victims and prevention of trafficking. The NA deputy highlighted the continuity of the national action programme, noting that by the deputies’ proposal the next programme would be worked out and would enter into force until December 31, 2022.

“At the end of the functioning programme we’ll have a new programme without intervals,” Zaruhi Batoyan said.

The Committee Chair Heriknaz Tigranyan informed that the opposition colleagues had practical contribution to the improvement of the draft law, though they had boycotted the work debate from the half of it.

The Committee endorsed the bill.
